11/20/2024 Projected state revenue through 2029 down by $400M

OLYMPIA – Washington’s projected Near General Fund revenue collections through 2029 decreased by $400 million overall from the September 2024 forecast, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

The forecast is comprised of revenue estimates for the current biennium (2023–25, which ends June 30, 2025), the next biennium (2025–27), and the subsequent biennium (2027–29).

Washington’s projected Near General Fund revenue collections through 2029 decreased by $39 million overall from the June 2024 forecast, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

The forecast is comprised of revenue estimates for the current biennium (2023–25), which ends June 30, 2025, the next biennium (2025–27) and the subsequent biennium (2027–29).

Projected collections for the 2023–25 state budget decreased by $49 million to just below $66.5 billion — about a 0.1% decrease from the June 2024 forecast.

OLYMPIA, Wash. – Washington state’s total population grew by an estimated 84,550 — to 8,035,700 as of April 1, 2024, according to annual estimates prepared by the Office of Financial Management.

Washington is growing, though it is doing so slightly slower than the annual average from last decade (84,550 in 2024 compared to 98,200 from 2010–20). The population is growing similarly to last year, however, with an unadjusted growth rate of 1.1% for both years. Looking at the current decade as a whole, the population has grown by 329,400 since April 1, 2020, or about 4.3%.

The Climate Commitment Act (CCA) sets a declining cap on greenhouse gas emissions and requires the state’s largest emitters to purchase allowances for their planet-warming pollution. The law requires the Legislature to invest revenue from this cap-andinvest program to reduce emissions and create jobs, including in clean buildings, transportation, and improving community resiliency in the face of climate change.

The OFM State Human Resources Division recently completed a move to the 1500 Jefferson Building from their previous home in the Raad Building. They will be collocated on the 4th floor with Statewide Accounting, One Washington, and Information Technology Services Divisions. Having subject matter experts together will better prepare us for the statewide Workday transition, while allowing the agency to consolidate office space.

08/16/2023 Federal infrastructure dollars fund high-speed internet, ferry upgrades, clean energy and wildfire mitigation

The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), was signed into law by President Biden in November 2021, and was followed by the Inflation Reduction Act (IRA) of August 2022.  As of August 2023, these bills have funded $3.60 billion in federal grants to Washington state agencies, including $3.59 billion from the IIJA/BIL and $9 million from the IRA.

OLYMPIA, Wash. – Washington’s total population grew by an estimated 86,750 — to 7,951,150 as of April 1, 2023, according to annual estimates that the Office of Financial Management prepared.

The unadjusted population growth rate over the last year was 1.1%, somewhat slower than the previous year, when the state’s population grew by 1.3%.

Washington’s population has grown by 244,840 people since the 2020 decennial census on April 1, 2020. The 86,750 increase is below the average annual increase from the last decade (98,200).

At the heart of Inslee’s housing proposal is a referendum that will allow legislators to front-load $4 billion of housing construction over the next six years.

OLYMPIA – Washington’s projected Near General Fund revenue collections for the 2021–23 state budget have increased by about $43 million, according to estimates released today by the Washington State Economic and Revenue Forecast Council. The increased revenue estimate is about a 0.07% increase over the previous forecast. Total Near General Fund revenues are now projected at nearly $63.2 billion for the current two-year state budget cycle, which began July 1, 2021.

Washington’s population grew by 158,100 people since the 2020 decennial census April 1, 2020, largely due to migration. This means Washington grew to an estimated 7,864,400 people as of April 1, according to annual estimates that the Office of Financial Management prepared.

The state’s total population change was 97,400 since last year, which fell just below the last decade average of 98,200 per year. King County is the main contributor of that growth, adding 30,700 people this year, compared to an average of 33,800 people per year between 2010 and 2020.

OLYMPIA – Washington’s projected Near General Fund revenue collections for the 2021–23 state budget have increased by a net of nearly $1.46 billion, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

While there will be no in-person, multi-agency event in Olympia this year, there will be in-person events in Spokane and the Tri-Cities. OFM is also offering several online presentations on state employee benefits and business resource groups, and it will hold these events in partnership with the Seattle Mariners and Tacoma Rainiers.

Washington’s population growth steadily increased by 61,600 people in 2021, launching the state into one of the most unique population estimate years because of delayed census data and COVID-19 impacts. As of April 1, 2021, Washington now tops 7,766,925 residents, with most of the growth concentrated in larger cities across the state.

What happened?

We recently learned that someone may have gained unauthorized access to personal information for more than 1 million Washingtonians, including many state employees. The data breach involved Accellion, a private software service provider the State Auditor’s Office was using to transfer data. Accellion, the Auditor’s Office and law enforcement are investigating the incident.

12/17/2020 Inslee releases 2021 – 2023 budget proposal

Gov. Inslee announced the details of his 2021 – 2023 biennial budget proposal Thursday, which included significant funding for public health, economic supports for workers and businesses, and other services that Washingtonians need to recover from the impacts of the COVID-19.

"We must invest in the relief, recovery and resilience of Washington. We cannot cut the things that we need most during a pandemic," Inslee said during a press conference Thursday. "In my proposed operating, capital and transportation budgets, I am investing in the people of our state."

An estimated 7,656,200 people resided in Washington state as of April 1, according to annual estimates prepared by the Office of Financial Management. The COVID-19 crisis did not have a discernible impact on the 2020 estimates because most population change occurred before the crisis began. Strong population growth continued in Washington, with the state adding 109,800 people over the last year, a 1.5% increase. Migration continues to be the primary driver behind Washington’s population growth.

OLYMPIA – Washington’s projected Near General Fund revenue collections for the 2019–21 state budget have decreased by nearly $4.5 billion, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

“Forecasting right now is clouded by uncertainty around federal interventions, global pandemic trends and how quickly the economy responds if COVID19 wanes,” said Steve Lerch, forecast council executive director. “This update is our best attempt at capturing the decline in revenue sources using the best data we can assemble.”

The High School Graduate Outcomes dashboard, created by the Education Research and Data Center in the state Office of Financial Management, has displayed first-year college enrollment, persistence, completion and earnings of high school graduates by school district and individual school.

OLYMPIA – The state of Washington is being nationally recognized for a new website that gives consumers access to vast amounts of information about health care costs and quality.

The National Association of Health Data Organizations announced last week it has given its annual Innovation in Data Dissemination Award to the state for its Washington HealthCareCompare website.

The state’s population grew by 117,300 persons, a 1.6 percent increase over the past year. While state population growth remains strong by historical standards, the growth rate is down slightly from last year.

A new system that will both streamline and modernize budget development and reporting operations for Washington state agencies and for state government as a whole was launched today.

The new Agency Budget System (ABS) is a collaborative project between the state’s Office of Financial Management (OFM), which manages the state’s budgeting processes, and Washington Technology Solutions (WaTech), which lent about two dozen staff to the project through its inception in September 2016.

OLYMPIA – College students with fewer of their financial needs met through aid are less likely to finish their degree than those who received more financial aid. That, and other findings about the relationship between financial need and college graduation rates, are included in a report released recently by the Washington Office of Financial Management’s Education Research and Data Center.

Washington’s projected Near General Fund revenue collections for the 2017–19 state budget have increased by nearly $628 million, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

“With collections running above the previous forecast and continued positive signs in the underlying economy, we revised the forecast upward,” said Steve Lerch, forecast council executive director.

Today’s forecast is the largest quarterly increase for the state since before the Great Recession.

In 2001, prescription drug costs represented 13 percent of the health care cost for an average American family; by 2017, those costs had grown to 17 percent. Given prescription drugs’ burgeoning share of health care costs — and the collective outrage over inexplicable price hikes highlighted recently in various media reports — concerns over prescription drug prices have been mounting. 11/20/2017 State revenue forecast for 2017–19 budget inches upward

OLYMPIA – Washington’s projected Near General Fund revenue collections for the 2017–19 state budget have increased by nearly $319 million, according to estimates released today by the Washington State Economic and Revenue Forecast Council. The increased revenue estimate is a 0.7 percent increase over the previous forecast.

“The U.S. and Washington economies continue to perform largely as expected in our September forecast,” said Steve Lerch, forecast council executive director. “As a result, we have made relatively small adjustments in our forecast update.”

09/22/2017 Update on IT classification implementation

During July and August 2017 Statewide IT Position Evaluation teams evaluated over 4,000 IT position descriptions for placement in the new IT classification structure.  The project team is currently working with agency and institution HR offices to validate the initial evaluation results.  Additionally, scheduling of evaluations is in process for a number of positions that did not go through the evaluation process conducted during the formal evaluation sessions this summer.

OLYMPIA – Washington’s projected Near General Fund revenue collections for the 2017–19 state budget have increased by about $288 million, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

“The national economic trends we’ve identified in recent forecasts are holding relatively steady, while the state economy is slightly stronger than expected in June” said Steve Lerch, forecast council executive director. “This quarter’s update reflects these modest changes.”

The Office of Financial Management’s Health Care Research Center is pleased to announce the release of a new research brief, “Potentially Preventable Hospitalizations by Legislative District.

This report examines hospitalizations for eleven conditions that, in theory, would not have required inpatient care if the patients had had timely access to primary or secondary care services such as vaccinations, antibiotics, regular physician office visits, etc.

Each work stream will help prepare for an integrated approach to business processes and supporting systems. Between February and August 2016, we're making some changes to the HR.wa.gov website. Much of the content on the site will be moved to the websites of the three agencies that now carry out state HR services and policy functions.

HR.wa.gov will become a portal site to make sure you can still find the services and information you need. We'll also ensure that the links you currently use still get you to the right place.

Gov. Jay Inslee today honored state agency managers who have demonstrated outstanding leadership. The 2016 Governor’s Award for Leadership in Management was presented to 22 recipients at an awards luncheon at the Executive Residence.
