CONSTRUCTION PROJECT COORDINATOR 2
Definition
This is the journey level of the series. Positions at this level coordinate the construction phase of all building and utility projects, including general, mechanical, and electrical work, from contract award through warranty. Positions act as the institution's or agency’s representative and serve as the primary contract administrator for projects administered by the owner.
Typical Work
Establish design criteria and evaluate building designs;
Identify and determine corrective measures for actual or potential building failures including water intrusion, expansion/contraction failures, and drainage problems; determine action necessary to stabilize or correct such problems;
Prepare written analysis and recommendations for use by department/institution management;
Evaluate and direct the work of consultants and contractors;
Develop and coordinate building system renewal programs;
Evaluate submittals prepared by consultants and/or contractors for the design of new buildings and for major additions or renovations; ensure compliance with institution design standards; approve deviations from design standards;
Review and develop design/construction standards for use by consultants, contractors and physical plant staff;
Review and approve materials submittals, shop drawings, change orders and other contract documents;
Establish scope of work, review and evaluate consultant proposals and recommend consultant selection; assist in negotiation of consultant fees; approve contract payments;
Prepare cost estimates relative to all facets of real property construction including site development, building structures and building systems, (mechanical, electrical and air conditioning);
Provide cash flow analysis based on design and construction schedules. Prepares cost estimates for capital budget acquisition;
Participate in contract bid evaluation.
Knowledge and Abilities
Knowledge of: principles of project management for building construction; theory, principles and practices of engineering and architecture related to design and construction of buildings; fundamentals of electrical and structural engineering; effectiveness and energy conservation aspects of various air conditioning and heating systems, water and waste water systems, appurtenances to electrical systems, and hardware and other appurtenances adding to convenience, comfort, efficiency, safety and handicapped accessibility of complex buildings; conservation cost estimating, conservation techniques and practices; administrative procedures and systems relating to capital projects and supervisory principles and practices.
Ability to: use sound judgment on difficult engineering/architectural problems; understand and interpret written and oral directions, specifications and plans, deal tactfully and positively with engineers, architects and others in the private sector as well as state officials; complete projects on schedule, within appropriation amounts and in accordance with contract documents.

Desirable Qualifications
Positions typically require a Bachelor’s degree in architecture, naval architecture, engineering or building construction, or marine engineering AND one year of relevant professional experience.
