OCCUPATIONAL NURSE CONSULTANT

Definition

Provides consultation to secure and maintain health care for injured workers under Labor and Industries' Industrial Insurance program.  Assesses and classifies patients' health care needs.  Evaluates the quality and quantity of health care provided.  Provides medical education and support for adjudication staff in the claims administration training unit.

Typical Work

Identifies the existence of injured workers' needs emphasizing the injured worker as an individual; assists the injured worker to move toward independence within the limitations of his/her disabilities;  

Prepares periodic reports and appropriate correspondence on all health care aspects of the State's Industrial Insurance program; reviews and evaluates the quality and quantity of health care needed by and provided to individual injured workers; reports instances of provider contract noncompliance to Occupational Nurse Consultant Supervisor; 

Provides consultative services to members of other professional disciplines relevant to improving and maintaining standards of injured worker care; acts as consultant to departmental claims staff and other departmental personnel in preplacement planning and special health care services; consults with family of injured worker in planning extended care services; 

Assists in formulating policies and functions relating to the Industrial Insurance program; participates in educational programs of professional organizations in areas of occupational health or current medical practice; acts as a departmental liaison representative to community, county, and professional groups;   

Identifies and studies new methods of treatment to determine the most effective treatment or therapy for injured workers;  

Develops and/or presents in-service medical education and formal medical training programs for adjudication staff; 

Provides consultation to department staff and health care providers to secure and maintain quality health care for injured workers, including ongoing control and authorization of health care providers; 

Formulates policies and procedures relating to the provider application and license verification process; analyzes aberrant provider activities and provides recommendations on provider disciplinary actions;  

Communicates with providers regarding provider application process, department policies, procedures and administrative rules; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  current concepts in nursing; procedures, skills, and techniques of nursing service administration; social sciences; philosophy of nursing education; medical aid rules under the State's Industrial Insurance program.   

Ability to:  relate physical and emotional needs of injured workers to the classification of health care required; establish and maintain effective relationships with multidisciplines and agencies involved in Industrial Insurance program; assume responsibility for special assignments involving complicated problems in health care delivery; instruct others in developing individual injured worker care plans to meet injured worker's needs; demonstrate effective communication and teaching skills; maintain and operate automobile.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A valid Washington State license to practice as a registered professional nurse

AND 

three years of clinical or functional nursing experience 

AND 

two years of consultative, administrative or supervisory experience over registered nursing staff or other health care professionals.   

A Bachelor's degree will substitute for the two years of administrative, consultative or supervisory experience.   

A Master's degree in a health care field will substitute for one year of nursing experience.
