Definition
Performs armed interstate offender transport services for the Department of Corrections.
Distinguishing Characteristics
Under administrative direction, conducts ground-based and domestic airline offender transports to and from other states and federal prisons.
Positions are required to provide armed security services to the flight deck upon request of the Domestic Air Carrier’s Pilot in-charge or Lead Crew Flight Attendant. This includes assisting and responding to threats of terrorism, providing security for the flight crew and cockpit and/or providing assistance with unruly passengers.
Typical Work
Conducts threat assessments by investigating the offender’s history of incarceration and supervision, conferring with medical and/or mental health professionals, and evaluating and determining risk level of offenders being moved; based on risk level, determines mode of transportation and staffing needs;
Arranges and conducts offender transports to and from other states and federal prisons, including escapees parole violators, and protective custody cases; transports work/training releases and violent psychiatric patients between correctional facilities, local jails, mental hospitals, and other jurisdictions;
Arranges and conducts domestic airline offender transports; coordinates with and enlists assistance of the Transportation Security Administration, state and local law enforcement agencies, Bureau of Prisons officials, and the United States Marshall Service in accomplishing transport operations;
Upon request of a Domestic Air Carrier’s Pilot in-charge or Lead Crew Flight Attendant, provides armed security services to the flight deck during air-carrier transport;
Prepares and submits transport reports to the Parole Board for use at probable revocation hearings; appears in court; serves warrants;
Keeps records; prepares reports; submits reports to the Statewide Transportation and Extradition Manager.
Testifies at Indeterminate Sentence Review Board (ISRB) hearings or court proceedings.
Legal Requirement(s)
Must be eligible to use/possess a firearm under Federal Law 18 USC922 and State Law RCW 9.41.040.
There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.
Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.
Desirable Qualifications
Graduation from high school or GED
AND
Two years of experience as a sergeant working with adult offenders which includes one year of armed offender transport.
OR
One year of experience as a sergeant working with adult offenders in armed offender transport and successful completion of 30 semester or 45 quarter hours of accredited college-level course work in criminal justice.
Note: A valid drivers license is required.
