TRANSPORTATION SPECIALIST 1
Definition
Assists higher-level specialist by researching, reviewing, and gathering information pertaining to transportation regulatory issues. Reviews transportation documents applying appropriate rules and regulations.
Typical Work
Performs preliminary review of transportation company operating authority applications and/or proposed tariff changes; ensures the proper documentation has been submitted; issues tariffs based on company authority;
Gathers information for, and assists in the research and preparation of, transportation regulatory projects and reports;
Creates orders and permits for establishment of operating authority; creates orders for suspension, cancellation and reinstatement of authority;
Performs final processing for docketed applications; processes protested applications; processes insurance filings for both intrastate and interstate transportation companies;
Administers annual report, regulatory fee and/or tariff maintenance systems, including the issuance of reports and maintenance billings, receipt and recording of payments, resolution of problems and collection of delinquent fee assessments; administers interstate motor carrier registration program;
Answers inquiries from carriers and the public regarding routine tariff and/or operating authority issues;
Performs other work as required.

Knowledge and Abilities
Knowledge of: state and federal regulations; court decisions; Attorney General's opinions; decisions of the Commission; principles and practices of transportation industry; history of transportation regulation; research principles and methods; standards, principles and practices of auditing procedures and transportation accounting principles.
Ability to: analyze rate and service tariff filings; use reasonable and logical judgment in regulation of transportation rates; understand and interpret laws, rules and regulations; write and speak clearly, concisely and informatively; evaluate evidence objectively and maintain harmonious relations with superiors, carriers and the general public.

Desirable Qualifications
A Bachelor's degree in business administration, public administration, transportation, or allied field.
OR
Four years of experience explaining laws, rules or regulations in the issuance of applications, tariffs, licenses or permits in a state regulatory agency or in the transportation industry.
College level education in the above fields will be substituted, on a year-for-year basis, for experience.
