Definition

Performs as a technical/professional expert in transportation regulatory issues by reviewing and analyzing work performed by staff and makes recommendations based on applicable existing transportation law and policy.

Typical Work

Reviews and analyzes justification data submitted by carriers in support of tariff and/or operating authority proposals; assists hearings examiner in preparing for hearing based on findings; makes recommendations to management based on findings;

Writes language for complex operating authorities; creates permit language; revises existing permits;

Reviews and analyzes work performed by field investigators and technical staff; makes recommendations to management based on applicable existing transportation law, rules and policies; prepares documentation for penalty or show cause actions; prepares orders for Commissioners' signatures;

Analyzes rates, operations, authority and services of regulated transportation companies and takes appropriate action; assists in the analysis of rate docket proposals; assists in the review, analysis and revision of complex state tariffs;

Presents staff position to the Commissioners, either at a formal public meeting or in a more informal manner;

Researches past orders of the Commission, permit file histories, court decisions and Interstate Commerce Commission rulings for applicability to current regulatory issues; interprets existing transportation laws, rules and policies; formally responds on behalf of the Commission to inquiries regarding transportation regulation by agency staff, carriers, shippers, other state agencies and the public;

Works with carriers, shippers, other state agencies and the public in complex rate and/or authority matters before the Utilities and Transportation Commission; answers inquiries from carriers and the public regarding complex tariff and/or operating authority issues;

Performs other work as required.

Knowledge and Abilities

Knowledge of: principles and practices of transportation, transportation regulations and rate construction; laws, rules, regulations and leading decisions of the Utilities and Transportation Commission and the Interstate Commerce Commission; economic and financial factors influencing the transportation industry; rules of evidence; history of transportation regulation.

Ability to: analyze rate filings using reasonable and logical judgment; assist in the conduct of economic and financial analysis of carriers; evaluate evidence objectively; examine or cross-examine witnesses; assist in the gathering and preparation of and presentation of evidence before the Utilities and Transportation Commission and the Interstate Commerce Commission; assist other state agencies; speak informatively to public and private groups on freight rates and other work of the Commission; write and speak clearly, concisely, accurately, and informatively.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Two years of experience as a Transportation Specialist.

OR

Three years of experience with the Transportation Division of the Washington Utilities and Transportation Commission at the Motor Carrier Law Enforcement Investigator 1 level or above, interpreting laws, rules or regulations.

OR

Six years of experience explaining laws, rules or regulations in the issuance of applications, tariffs, licenses or permits in a state regulatory agency or in the transportation industry.

OR

A Bachelor's degree in business administration, public administration, transportation or allied field;

AND

Two years of the latter experience.

College level education in the above fields will be substituted, on a year-for-year basis, for the latter experience.
