Definition

Independently monitors and regulates vehicle and vessel title and registration activities. Provides technical assistance and consultative services to county auditors, licensing agents, subagents, agency vehicle licensing offices, vehicle and vessel dealers, vehicle dealer investigators, law enforcement agencies, other Washington State agencies, motor vehicle entities from foreign jurisdictions. Develops, coordinates and conducts statewide training to ensure compliance with contracts with agents and title and registration laws and recommends policy, rule and/or procedural changes. Conduct on-site business inspections for new, existing and relocated vehicle licensing business to evaluate operation and verify compliance with standards of operation. Review and assess vehicle and title applications to ensure compliance with state laws, administrative rules, policies and procedures and prepares comprehensive reports regarding performance standards and identified training needs.

Typical Work

Reviews administrative practices of County Auditor's office and other governmental offices that are designated as Licensing Agents, and sub-agents who are appointed by agents and approved by the Department of Licensing; evaluates administrative practices which include: responding to internal audit reports, banking procedures, reporting and transmitting revenue, remitting title and registration applications to the Department, correcting or completing applications which are unacceptable, processing nonsufficient fund checks, auditing inventory, and disposing of surrendered license plates; recommends acceptance or denial of sub-agent applications; monitors and regulates registration functions; provides orientation and training to County Auditor offices, sub-agents, and Vehicle Services Liaison Officers at the lower level;

Evaluates licensing operations; assures utilization of current procedures; ensures compliance with standards and determines any existing deficiencies in these areas;

Establishes proper methods to provide appropriate and effective services to the public and periodically reports effectiveness of these methods and services to the Department of Licensing;

Resolves title and registration problems presented by Licensing Agencies, sub-agencies, departmental staff, law enforcement agencies, vehicle dealers, insurance companies, financial institutions, and licensing agencies of other states providing timely solutions;

Trains agents and sub-agents in data processing methods, the use of computer equipment, and various software programs utilized in the County Auditor Automation project; diagnoses problems between hardware, software and users and provides timely solutions; advises and trains Vehicle Services Liaison Officer 1 staff in assigned area;

Performs other duties as required.

Knowledge and Abilities

Knowledge of: State laws, the legislative process, rules and regulations governing vehicle and vessel title and registration procedures, unpaid parking violations, administrative practices of County Auditors, Licensing Agents and sub-agents, revenue procedures, revenue processing, training or education practices and data processing procedures, various computer hardware and software applications as utilized in County Auditor Automation.

Ability to: evaluate vehicle and vessel registration and titling functions and unpaid parking violation functions of County Auditors, Licensing Agents and sub-agents; train and instruct employees of those areas regarding State laws, rules, procedures; exercise initiative in planning and coordinating daily work; prepare and submit clear and accurate reports, develop and maintain tactful and effective working relationships with County Auditors, Licensing Agents and sub-agents; diagnose and resolve problems between computer equipment, programs and users; write clear and concise instructions, memos, letters, and other documents; analyze, research materials, and write reports.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Minimum Qualifications:  A Bachelor's degree involving major study in Business, Public Administration, Traffic Administration, Pre-Law, Social Science, or closely allied field and three years of professional or customer service experience in vehicle and/or vessel titling and registration, or in the investigation and analysis of credit or financial conditions, or in related field.

OR

One year as a Vehicle Services Liaison Officer 1.

Additional qualifying experience will substitute, year for year, for education.
