LICENSING SERVICES REPRESENTATIVE 1
Definition
Under close supervision, provides customer service and performs entry level drivers and vehicle licensing work. Positions are responsible for examining documentation and applications for legality and compliance with the laws, approving and issuing non-enhanced driver and vehicle licenses, titles, tags and special permits.
Distinguishing Characteristics
Positions in this class work under the guidance and close supervision of a Licensing Services Representative 3 or 4.
Typical Work
Interprets and applies knowledge of laws, regulations, rules, policies and procedures in the resolution of inquiries, complaints and problems;
Provides guidance and information to the public regarding driver and vehicle licenses, titles, registrations, tags, waivers, special permits and fees;
Closely observes applicants to assess their physical and mental condition; operates visual screening equipment to determine if an applicant is visually impaired;
Reviews and evaluates applications for completeness and accuracy; evaluates documentation; determines eligibility and identifies fraudulent documents;
Approves and issues original, renewal and duplicate non-enhanced driver licenses, identification cards and instruction permits; processes applicants for organ donor and voter registration; issues vehicle titles, registrations and tags; approves and issues in-transit and other special vehicle permits; provides driver records; determines and collects appropriate fees;
Uses computer and agency programs to create, retrieve, review, change or update driver and vehicle licensing and titling information;
Operates and maintains office equipment to include computers, automated testing machines, printers, scantron, copiers, fax and camera equipment;
Receives and accounts for starting cash and fees; audits cash drawers against daily transmittals; prepares and maintains files, records and transmittals of fee collections, deposits, check registers, correspondence and the physical inventory of accountable items; maintains office security; reviews and files updates to the examiner manual;
Performs other work as required.

Knowledge of: State drivers’ licensing and motor vehicle laws and administrative codes, departmental programs, licensing program regulations and guidelines, policies and procedures; business technology; office practices.
Ability to: read, understand, and interpret complex laws, rules and regulations; converse with the public in an efficient and courteous manner; follow written and verbal directions; work under minimum supervision; speak publicly.

Desirable Qualifications
An Associate degree or equivalent
One year of work experience involving public contact or assisting with customer inquiries, problems, or complaints in a high production office environment.
Experience involving public contact or providing customer service will substitute, year for year, for education.
Equivalent education/experience.
