LICENSING SERVICES REPRESENTATIVE 3
Definition
Typical Work
Manages a licensing office; schedules staff; maintains records of all license work and fees collected and deposited; maintains correspondence files; monitors security; solves problems; maintains supplies; prepares periodic reports on licensing activities and staff attendance; conducts audits; reviews procedures, manuals and updates; schedules the activities of the licensing travel unit;
Trains Licensing Services Representatives and third party testers to conduct skill testing of commercial drivers; conducts testing of examiners and third party testers to assure their ability to properly conduct skill testing; makes recommendations concerning the certification of examiners or testers; schedules and conducts audits of third party testers to ensure compliance with established procedures; audits third party tester skill test files and records; determines if third party testers fairly administer skill tests; prepares accurate, clear and concise audit reports and recommendations;
Recommends disciplinary action against instructors and driver schools for violations of rules and regulations;
Provides commercial driver safety education training to third party testers and licensing services representatives;
Provides training and technical assistance to driver education instructors; verifies classification and endorsement of vehicle; certifies instructors and schools; prepares accurate, clear and concise audit reports and recommendations concerning the qualifications of driver education instructors;
Performs the duties of the lower levels in the series;
Performs other work as required.
Knowledge and Abilities
Ability to: read, understand and interpret complex laws, rules, and regulations; instruct staff in driver examining and vehicle licensing methods; deal with public in an efficient and courteous manner; follow written and oral directions; work independently when required; speak publicly and write clear and concise reports; operate commercial vehicles of all classes during the training of Licensing Services Representatives and third-party testers.
Legal Requirement(s)
The following is required for positions involved in REAL ID drivers’ licenses or identification cards. Applicants must successfully pass a name-based and fingerprint-based criminal history records check and employment eligibility verification.
Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.
Desirable Qualifications
An Associate degree or equivalent and three years of experience issuing driver licenses or vehicle titles and registrations to the public.
Additional experience issuing driver licenses or vehicle titles and registrations to the public will substitute, year for year, for education.
For commercial driver license positions:
An Associate degree or equivalent
Three years of experience conducting or evaluating state certified commercial driver license skill tests
Five years of driving experience, two years of which must include driving class A vehicles.
Additional experience conducting or evaluating state certified commercial driver license skill tests will substitute, year for year, for education.
A valid Washington State class A Commercial Drivers' License is required for a commercial driver's license position.
