This is the supervisory or expert level of the series. Positions at this level are responsible for establishing and reviewing engineering programs and plans and for providing multi-discipline technical direction on construction projects that are administered by senior engineers and consultants. Work is characterized by decisions and recommendations that are recognized as authoritative and final and have important impact on extensive engineering activities. Positions may direct the operation of an engineering section including selection, training and evaluation of staff.

Initiates engineering studies and prepare reports regarding modification, replacement or improvement of utility systems; 

Programs and establish project design criteria for construction; analyze; review and guide the work of consultants and of senior engineers through design and construction phases of work; 

Participates in developing departmental policies and procedures; prepare and update engineering design standards; 

Acts as project manager or consultant on particularly complex engineering assignments demanding knowledge in specific and related engineering disciplines.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Positions require registration as a Professional Engineer with the State of Washington and two years of experience at the senior engineer level.
