Definition

Positions at this level plan, develop and direct statewide engineering projects and programs. Positions provide technical engineering consulting services to schools, State facilities, and local government facilities for the Department of General Administration. Supervises engineers.

Typical Work

Designs and present management and resource project proposals which defines problems and specifies methodology and resource expenditures required for solution; coordinates and directs all necessary resources of the office in carrying out assigned project; 

Manages a statewide project or program. Conducts in-depth engineering and financial investigations and analysis of the projects and prepares a realistic appraisal of costs and benefits realized or anticipated from successful completion; 

Develops a detailed schedule of tasks to be performed; identifies and assigns resource responsibility for each task; 

Prepares project progress reports to apprise top management (the Governor, the legislature and Federal agencies) of status of projects in order that appropriate adjustment or changes can be made to meet goals and objectives; 

Prepares and presents project findings and develops plans for the integration of projects into ongoing programs and systems; provides consultation on implementation of recommendations; 

Coordinates engineering research into the feasibility of utilizing energy supplies to the maximum efficient extent, including current and probable technologies; 

Administers contracts with consulting firms and others to include overseeing and reviewing the contractor's work; 

Provide technical engineering consulting services to local governments, the federal Office of Pipeline Safety and pipeline operators; 

Conduct engineering evaluations of pipeline company submitted engineering plans for new pipelines or reconstruction of existing pipelines; 

Provide technical guidance to less senior engineers in addressing complex pipeline engineering, metallurgical or enforcement problems; 

May supervise lower level staff.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.   

Some positions require certification as Engineer In-Training or as a registered Professional Engineer.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Positions typically require a Bachelor’s degree with a major study in engineering, registration as a Professional Engineer in the State of Washington and four years of professional level experience performing energy or utilities related work.  Some positions at this level may require an advanced degree in an engineer discipline, which may substitute for the registration as a Professional Engineer and two years of professional level experience performing energy or utilities related work.
