Definition
In the Department of Ecology, supervises and works with an Ecology Youth Corps crew of up to six teenagers or young adults involved in the following: litter control along freeway shoulders and medians, interchanges, state highways, public lands, and rights-of-way; recycling activities; and assisting with the statewide Anti-Litter Campaign. Educates youth crews in the environmental ethics of recycling and litter control.
Typical Work
Supervises and assists an adult crew and/or an Ecology Youth Corps summer youth crew responsible for litter pick-up and recycling along freeway shoulders and medians, interchanges, state highways, public lands, and rights-of-way;
Determines site appropriateness by evaluating site and road conditions for safety. Evaluates safety hazards, to include, homeless encampments, sharps, needles, weapons, explosives, chemicals, and follows Ecology Youth Corps safety procedures;
Operates and maintains assigned vehicle. Transports self and crew to and from work locations via assigned vehicle;
Adheres to safety setup procedures and guidelines contained in the Ecology Youth Corps Supervisor's Manual. Responsible for the health, safety, morale, productivity, and discipline of crews by adhering to established Ecology Youth Corps guidelines and safety setup procedures; conducts weekly safety meetings;
Instructs and trains crews in safety and emergency procedures, roadside flag and cone setup, job skills, recycling, and teamwork;
Participates in, and may instruct, supervisor orientation, workshops, and trainings;
Checks daily and hourly environmental and weather forecast/conditions, such as rainstorms, fog, fire, smoke, heat, earthquakes, tornados, etc. and assesses to ensure crew safety;
Renders basic first aid when necessary to crew members;
May perform crew checks to evaluate litter crews work, setup, safety, efficiency, and effectiveness;
Conducts crew member interviews, hiring, and training crew staff. Represents program at new staff orientations and hiring events;
Responsible for completing and submitting staff timesheets, output reports, and recycling reports to regional staff; completes paperwork in a neat, accurate, and timely fashion;
Evaluates crew member performance; provides season-ending evaluations to program staff;
May assist with developing regional and/or statewide program operational activities and may assist with policy decisions;
Partners with other state agencies to coordinates illegal-dump cleanups;
Cooperates and coordinates with Washington State Department of Transportation in removing litter from freeway shoulders, interchanges, state highways, and some medians, and utilizing Department of Enterprise Services owned equipment;
Confers regularly with WSDOT and local government staff regarding program plans and operations; provides technical assistance to local government staff as needed;
May coordinate, instruct and participate in environmental tours and activities. May assist program staff in the development and/or implementation of specific education and outreach projects pertaining to litter prevention;
Assists with implementation of Ecology’s Solid Waste Anti-Litter and Secure Your Load Campaigns;
Recycles all recyclable materials found during cleanup activities;
Communicates with internal and external clients using technology; incorporates and utilizes technology to improve program efficiency and effectiveness;
Maintains adequate supplies, materials inventory, and all equipment;
Performs other duties as required.

Knowledge of: principles and practices of supervision; principles of leading and training; the agency’s purposes, objectives, and activities; safe work practices; traffic control standards.
Ability to: understand and carry out simple instructions; perform a variety of outdoor work in all types of weather; make sound and independent decisions related to safety; read and interpret basic maps and blueprints; use Geographic Information System app to record data; train and supervise subordinate personnel; work effectively with others; communicate effectively, both in writing and speech.

Desirable Qualifications
Graduation from high school or GED equivalent
AND
Two years of supervisory or lead experience working with youth.
Two years of college-level course work in social sciences, education, resource conservation or related field will substitute, year for year, for required experience.
Note: A valid driver’s license is required.
