FACTORY ASSEMBLED STRUCTURES SPECIALIST

Definition
Serves as an agency technical consultant with specialized knowledge of manufacturing and construction of Factory Assembled Structures regulated structures. Provides industry specific consultation, guidance and training for the FAS program with interpretations of RCW’s, policies and codes directly related to manufacturing and alterations of factory assembled structures.
Typical Work
Administers the state’s manufactured housing contract with Housing and Urban Development and provides management and oversight of federally mandated State Administration Authority program, Production Inspection Primary Inspection Agency program and the Manufactured Home Installer program;
Develops, maintains and conducts training for installers on the requirements of state and federal laws related to manufactured homes;
Conducts and oversees investigations of SAA complaints about defects in manufactured homes, providing for consumer protection;
Conducts and oversees and IPIA inspections and audits of manufactured home factories, dealers and installers and to assure compliance with federal regulations for manufactured homes;
Conducts and oversees recreational vehicle and park model RV factory audit and inspection requirements;
Acts as a mediator to resolve disputes between homeowners, dealers and manufacturers. Works with manufactures, dealers, consumers, contractors, installers, states, federal agencies and third-party inspection agents to resolve consumer complaint issues and other manufactured/mobile homes installation related issues;
Performs sensitive and most complex inspections and/or investigations within factory assembled structures;
Prepares appropriate reports, secures statements from persons involved and prepares other pertinent documents including how to testify on behalf of the department regarding written infractions, citations and investigation in courts of law;
Performs compliance activities and initiates referrals to appropriate field compliance staff;
Works with central office and regional construction compliance and electrical programs;
Develops policy, rules, procedures, recommendations, field operations manual and training for the program;
Maintains effective communication between staff, central and regional offices and customers to ensure consistency and minimize duplication of service;
Provides interpretations of RCW’s, policies and codes directly related to the manufacturing or alteration of factory assembled structures;
Explains and interprets the applicable codes, laws and regulations to contractors, architects, engineers, housing manufacturers and the public;
Provides guidance/assistance in areas of technical and non-technical training, time management, human resource issues, customer service and other related subjects;
Resolves program problems across regional lines and works with technical support;
Determines compliance with applicable codes of all types of FAS building construction, housing, mobile homes and recreational vehicles meet minimum standards of safety to life and property;
Attends, or presents, continuing education training to stay current on professional licenses and certifications. Stays current on knowledge in relevant fields of building technology;
Initiates correspondence and prepares reports;
May supervise lower-level staff;
Performs other work as required.

Knowledge and Abilities
Knowledge of: Washington State laws and regulations and national codes covering manufactured and mobile homes, factory built housing, factory built commercial buildings, commercial coaches, recreational vehicles, park model RVs, conversion vendor units (food trucks and trailers), self-propelled mobile medical units and factory built temporary worker housing units; electrical installation, contractor registration and plumber certification; related Attorney General opinions; standard construction requirements for structures and fire resistive assemblies, standard practices, methods, materials, tools and equipment used in electrical, plumbing, fire sprinkler, heating and ventilation installations; safety precautions and techniques; principles of management.
Ability to: supervise and coordinate work of others; read and interpret blueprints and apply applicable codes, rules and regulations; analyze construction problems in structural, fire rated construction, electrical, plumbing, fire sprinkler, heating and ventilation installations in manufactured and mobile homes, factory built housing, factory built commercial buildings, commercial coaches, RVs, PM RVs, conversion vendor units, mobile medical units, factory built temporary worker housing and building construction installations of all types; explain technical requirements, laws and regulations to lay persons; meet and deal effectively with others; secure and develop cooperation of individuals and groups in promoting safe practices; prepare clear and concise reports; provide guidance to subordinates in maintaining workload reporting system.

Desirable Qualifications
Two years of experience performing one of the following:
FAS Inspector 2 or equivalent work experience.
FAS Plans Examiner 2 or equivalent work experience.
Building official, assistant building official or inspection supervisor for a city, town or county building department.
Certification by the International Code Council as a building official or building inspector.
Certification as a Washington State Production Inspection Primary Inspection Agency (IPIA) inspector.
FAS Inspector 2 or equivalent work experience.
OR
FAS Plans Examiner 2 or equivalent work experience.
OR
Building official, assistant building official or inspection supervisor for a city, town or county building department.
Certification by the International Code Council as a building official or building inspector.
