The positions in this class conduct the construction plan review for, or inspection of, all types of new and altered factory assembled structures involving structural, electrical, heating & mechanical, plumbing, fire & life safety, accessibility, and energy efficiency systems for compliance with State laws, regulations and national codes.

Factory Assembled Structures include factory built commercial buildings, factory built housing and tiny homes, manufactured housing, mobile homes, commercial coaches, recreational vehicles, park model recreational vehicles, conversion vendor units (food trucks and trailers), self-propelled mobile medical units and factory built temporary worker housing.

In an in-training capacity, positions at this level are required to complete a training program under direct supervision.

Assists in inspecting construction of all types of new and altered factory assembled structures involving structural systems, fire & life safety components (such as fire resistive construction and emergency exiting systems), accessibility, energy code, plumbing, fire sprinkler, electrical and heating & mechanical installations for compliance with state laws, regulations and national codes.

Identifies deficiencies and writes correction notices where construction does not meet building code requirements or where unsafe or hazardous conditions are found, in structural, fire & life safety, accessibility, energy code, electrical, plumbing, fire sprinkler, heating & mechanical installations or modifications; inspects to ensure that corrections have been made; denies delivery or connection, or cuts off service, if compliance is not obtained;

Inspects activities during on site FAS inspections to check compliance with journey-level requirements or investigates on site activities to assure compliance with the requirements of the contractor’s registration law, electrical licensing or plumber certification laws;

Consults with architects, contractors, engineers, and those engaged in the manufacture of factory assembled structures; makes recommendations where plans and specifications do not meet national codes or state laws and regulations;

Contacts, works with, and maintains advisory relationship with contractors, architects, engineers, manufacturers, and others engaged in the manufacture, distribution, and use of factory assembled structures;

Obtains initial information of unregistered contractors or non-certified journey level workers;

Investigates complaints from homeowners, union, contractors or public agencies; secures written statements and other material required for documentation and determination of action;

Compiles evidence and prepares necessary documents for legal process and action;
Writes letters, prepares reports, and keeps work records;

Performs other work as required.

Knowledge of: construction practices, basic engineering and mechanical practices; Washington State laws and regulations and national codes on the manufacture, distribution and installation of all types of factory assembled structures; Model Codes as adopted by the State of Washington for the building and construction industry; Washington State Contractors Registration Law and Regulations; preparing and administering examinations.

Ability to: read and interpret blueprints for compliance with code application, rules and regulations; explain technical requirements to lay persons; meet and deal effectively with others; prepare clear and concise reports; explain laws and regulations of plumbing and electrical journeyman procedure requirements or laws and regulations on contractor’s registration requirements.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Four years’ experience:

At journey level in building construction trades/craft(s) such as a licensed plumber or electrician.


As a residential building inspector with a governmental jurisdiction or supervisor of building construction.


As a supervisor of building construction in the manufacture or inspection of manufactured homes, factory built commercial buildings, commercial coaches, factory-built housing, recreational vehicles, park model RVs, conversion vendor units, mobile medical units or factory built temporary worker housing.

College training in structural, electrical or mechanical engineering, architecture or construction management may be substituted, year for year, for a maximum of two years of the above four years’ experience.
