Distinguishing Characteristics
Typical Work
Constructs or utilizes web page components and styles in the most complex aspects of the website layout by applying defined style sheets and using website authoring/layout tools and/or content management system;
Leads or serves as an advisor for teams engaged in website enhancement projects for the agency;
Manages vendors and consultant activities that impact the agency’s internet and intranet websites, accessibility and mobile compliance;
Performs quality assurance reviews for user experience, mobile compatibility; compliance with IT security standards for websites and applications;
Establishes standards and guidelines for online branding, ensuring product compliance with the online brand;
Advises agency administration groups in the establishment of online agency policies and user agreements;
Manages web designer teams; directs agency or institution web content strategy; determines appropriate methods and techniques for sharing web site content management; enforces branding standards; directs website user testing and content improvement efforts to website;
Engages and consults with user to analyze and measure customer experience in the design, navigation, implementation of a wide variety of web-based products;
Analyzes requirements for information architecture to create wireframes that illustrate appropriate aesthetics and intuitive navigation for the user experience;
Reviews web products to ensure compliance with program processes and business rules;
Identifies new technologies and best practices; makes recommendations to create innovative approaches for improving end-user experience;
Identifies, troubleshoots, researches, and resolves the most complex web design issues;
Reviews website and social media information for inaccuracies and conflicts with contract, copyright or ethics rules and law violations;
Directs and assists others in the gathering, analyzing and interpreting of online data to measure and guide improvements;
May supervise lower-level web design staff;
Performs other duties as required.

Legal Requirement(s)

Desirable Qualifications
OR
Portfolio demonstrating professional experience in complex web design including examples that reference or demonstrate leading teams, in user experience design/testing; compliance with state OCIO and federal section 508 accessibility requirements; User Centered Design methodology, usability testing, project and product management, customer relationship management, social media, mobile compatibility and Agile methodologies.
Three years of experience leading and managing teams for complex web projects and products.
