Definition

This is the experienced, journey level of the series performing professional work involving the advocacy, outreach, consultation and/or compliance in one or more areas of external civil rights and other external equity-related programs.

Distinguishing Characteristics

Positions work independently under general direction within their area of responsibility. Independently performs professional assignments, and recognized as specialists who manage one component, or assist higher classification levels in two or more components, of an external civil rights program with external entities such as contractors and consultants and other service providers.

Assignments normally involve making decisions and judgments within established precedents and limited impact.

Incumbents coordinate all aspects of program services, provide technical assistance and specialized consultation to program participants, staff, contractors, and outside entities, and recommending resolution for complex problems and issues related to the program. Incumbents assess program participants’ needs and develop specialized services and training unique to the program and responsive to the needs of participants.

Typical Work

Analyzes laws, rules, policies and practices;

Makes recommendations for improved guidelines and procedures to existing programs, and assistance in developing and implementing new initiatives, programs and/or activities;

Assists with the preparation of complex comprehensive plans, summaries, recommendations, progress, or special reports, and other written correspondences;

Collects, researches, and analyzes data and applications for funding to identify program needs and participant eligibility for programs such as scholarships, On-the-Job Training Support Services, and/or pre-apprenticeship programs that support students and under-represented workforce;

Coordinates and participates in contractor EEO and other external diversity, equity and inclusion compliance reviews;

Tracks and monitors applications, scholarship amounts, program budgets, expenditures, invoices; develops and monitors payment tracking systems; reviews invoices in comparison to contractual requirements and makes determinations regarding payment;

Develops and delivers training to promote understanding and compliance for federal and state EEO programs such as Disadvantaged Business Enterprise, Minority, Small, Veteran and Women’s Business Enterprise, On-the-Job Training Support Services and other external civil rights program laws and regulations as well as participation in program area;

Performs the duties of the lower classification levels within the series;

May supervise other staff.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Two years of professional experience with Civil Rights Programs, using an equity lens in analyzing polices, laws, rules, or regulations.

AND

Bachelor’s degree in business, political science, social science, law, or related field.

OR

Equivalent experience/education.
