Definition

Within the Office of the Secretary of State, positions at this level are responsible for managing library and/or archival operations on a regional level;

OR

Supervises a work unit of expert level Library and Archival Professionals which have responsibility for managing statewide projects, specialized collections or a specialized function.

Distinguishing Characteristics

Positions at this level work under administrative direction.

Positions at this level are responsible for independently managing a budget including but not limited to: estimating budget expenditures, developing budget estimates, monitoring and controlling budgets; participating in establishing short and long-term fiscal plans and performance goals;

As a supervisor, position must supervise multiple, licensed Library and Archival Professional 4 positions.

Typical Work

Develops and implements policies, procedures, and standards of best practice;

Establishes statewide short and long-term strategic goals;

Develops data to support budget requests and prepares budget;

Prepares and monitors staffing and operating budgets;

Oversees and directs the delivery of services, including all phases of planning, organizing, budgeting and directing daily operations;

Represents the division's interests in interactions with client agencies, researchers, and customers;

Develops, implements, and manages business plans, and the overall performance of the region;

Develops short and long-term goals, and prepares narrative and statistical reports concerning the delivery of services;

Oversees facility issues working with staff and contractors as needed;

Hires and supervises staff; Coordinates staff development and provides timely performance measurements and evaluations for staff;

Assigns work, monitors, and corrects performance; Selects and schedules student workers and volunteers;

Leads program staff in the application of outcomes-based evaluation for federal projects and programs;

Act as the public face/marketing area promoting the importance and uniqueness of Washington State Library’s collections and services;

Develop, set, and implement cross unit policies, procedures, and activities in conjunction with the other unit heads/program manager.

Knowledge and Abilities

Knowledge of: theories, principles and practices of professional library or archives administration and procedures; trends in library development; thorough knowledge of library science, including library techniques and procedures; principles and practices of policy development; archival processes and procedures; records management; compilation of data and reports; methods of customer needs assessment; customer relations principles and practices.

Ability to: plan and coordinate work of an operational unit, project or specialized service, phase of a library or archives program, or consultative service; demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets; interact courteously with customers; analyze situations accurately and adopt an effective course of action; compile data, make reports; communicate effectively orally and in writing; work effectively in a team environment.

Legal Requirement(s)

All librarian positions must meet the provisions of Title 300-12 WAC Certification of Librarians and RCW 27.04.055 Qualifications of Librarians-Rules-Fees.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Positions require a Master’s degree in library science from an American Library Association accredited program and certification by the State Librarian authorized through the Office of the Secretary of State; or certification by professional portfolio as authorized through the Office of the Secretary of State and five years progressively responsible experience as a professional librarian.

OR 

Master degree involving archives and records management, history or related field and five years of progressively responsible experience as a professional archivist.

Note:  The five years of experience must include at least one year supervising professional level staff.
