Class Series Concept

Positions in this series audit and conduct inventories of public commodity storage facilities, conditioners, dealers and stored agricultural commodities to ensure compliance with the Warehouse Act, Uniform Grain Storage Agreement and any Cooperative Agreements entered into with the Federal government.

Definition

Under administrative direction, independently perform audits of large, diversified public commodity storage facilities, conditioners, and dealers and act as representatives of the State in the commodity warehouse industry.

Typical Work

Audits various types of storage records, negotiable receipts, scale tickets, non-receipted grain accounts, daily position records and other records of deposit. Participates in complex examinations such as export ocean shipping grain terminals;

Accesses and inspects grain silos for audit purposes, applies fall prevention training and ability to use ladders, electric man lifts and rope-pull man lifts to verify volume of commodity recorded;

Investigates whether persons involved in storing, shipping or handling agricultural commodities are properly licensed and insured;

Inspects commodities in storage by taking a physical measurement to determine if warehouse has sufficient stocks to meet its obligations. Measurements are taken by a combination of measuring tapes, electronic measuring devices and visual observations. These measurements and the geometric shapes of the grain are used to determine the quantity of the grain in each of the storage methods. Once the amounts and kinds of commodities in storage are divided out by quantity, type, and quality the examiner determines whether commodities in storage balance with storage records. Using these calculations, recommend or instruct necessary adjustments to bring commodities into balance with inventory;

Checks storage facilities for sanitary conditions and instructs warehouse worker to repair facilities that do not meet minimum standards; requests warehouse workers to destroy commodities that have been contaminated;

Issues corrective action warnings, follows time frames and, enforces monetary penalties for noncompliance;

Prepares and submits reports and audit findings;

Provides testimony of audit findings of commodity shortages;

Ensures audit compliance during bankruptcies and warehouse closures;

Participates in annual statewide Karnal Bunt survey;

Performs other duties as required.

Legal Requirement(s)

There may be instances where individual positions may have to obtain licenses, credentials or certifications. It is the employer’s responsibility to ensure the appropriate licenses/credentials/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Bachelor’s degree in agronomy, business administration, agricultural economics, or related field with at least 12 semester or 18 quarter hours of accounting courses, 

AND 

Two years of accounting work experience with exposure to audit functions. 

Note: Work includes exposure to chemical fumigants, must be capable of working at heights exceeding 100 feet.
