ADMINISTRATIVE HEARINGS SUPERVISOR
Definition
Typical Work
Establishes unit workloads and quality standards;
Reviews client complaints and eligibility determinations to ensure that the appropriate data gathering and verification techniques were utilized and that the findings were adequately documented;
Explains policies, rules, procedures and agency goals and performance information to staff;
Interprets policy and procedures regarding eligibility for all programs for staff;
Conducts or arranges for timely technical job development training for staff and coaches employees on effective customer service, community referrals, and program eligibility;
Analyzes, monitors, and assigns unit tasks, workload and performance standards to ensure smooth flow of work;
Coordinates with and makes recommendations to local, regional and agency management regarding unit requirements and budgetary needs;
Recommends appropriate employee personnel actions, placements, corrective action and reassignments;
Analyzes agency policy and practices and collaborates with other supervisors/management to develop, modify, or improve policies and procedures; provides input through appropriate channels regarding regional and statewide production/outcome goals;
Makes final decisions on requesting assistance from the Assistant Attorney General and weighs potential risks and possible outcomes of pursuing appeals, reconsiderations or petitions to higher- level courts;
Participates in unit meetings; quality improvement team meetings and management team meetings;
Performs other duties as required.
Knowledge and Abilities
Ability to: learn and effectively use all available technology, automation programs, and web based programs. Must understand legal processes, terms and procedures, how to work with Administrative Law Judges to permit continuances of hearings, and how to respond to formal petitions, motions and requests from client representatives, guardians, attorney-in-fact and attorneys. Ability to build effective working relationships with assigned subordinate lead workers, administration officials, management team, agency staff, partner agencies, contract providers and the public which is characterized by a high level of acceptance, cooperation, and mutual respect.
Legal Requirement(s)
Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.
Desirable Qualifications
A Bachelor’s degree and two years of experience as an Administrative Hearings Specialist or performing administrative hearing coordinator duties formerly known as a Financial Services Specialist 4.
OR
Six years of experience as a Public Benefits Specialist 5.
Equivalent education/experience.
