Definition
Performs senior level specialized data consultant work to plan, direct, determine method of development, design, analysis and coordination of complex analytical research, statistical reports, projects and studies.
Distinguishing Characteristics
Independently performs complex data and statistical analysis such as:
- Determines the development, design, implementation, maintenance and modification of complex research projects involving data collection, algorithms, data manipulation, analytical modeling, data warehousing, and computer applications and reporting systems.
- Develops technical work methods in production of projects and analyses of research data.
- Designs methods of data mining, algorithms and applies complex statistical reasoning and statistical procedures.
- Develops experimental design approaches and designs and enhances complex reporting systems.
Typical Work
Establishes project data requirements and data mining methods, including downloading from computer mainframes, interpreting and analyzing data using mainframe, mathematical statistical processing or computer application software;
Develops forms and procedures for reporting research information;
Provides complex comprehensive analysis of statistics for data bases;
Models and frames analytical scenarios impacting decisions and processes;
Develops advanced statistical data analysis and complex design algorithms;
Solves client analytics problems and communicates results and methodologies;
Prepares instructions, develops training plans and checks reporting procedures for uniformity for other staff to obtain data they require for their routine reporting;
Works with IT technical experts, budget analysts and other staff to coordinate activities;
Devises and ensures data mining design obtains appropriate and complete data required for a comprehensive analysis;
Reviews various statistical analyses reports prepared by other state and federal agencies to evaluate their impact on, or relationship to, the organization's goals and objectives;
Leads data consultants or other staff;
May work within a specialized field;
Performs other duties as required.
Knowledge and Abilities
Knowledge of: research methods; statistical theory and techniques; sources of study information; current project theory, principles and problems; statistical reasoning and statistical procedures.
Ability to: develop, organize, direct difficult research; lead coordination of statistical projects; analyze and interpret complex data; write clearly and concisely; coordinate the work of others; deal practically and effectively with others in a staff relationship; proficient use of visualization tools, organize and prepare professional reports.

Desirable Qualifications
A Bachelor's degree including college level course work in statistics and/or mathematics.
AND
Two years of experience working as a Data Consultant 2 or equivalent. Graduate training in a related discipline may be substituted up to one year of experience.

Equivalent education/experience.
