Definition

Performs a variety of paraprofessional and technical duties in one or more human resource areas providing support to management and staff.

Distinguishing Characteristics

Assistant to professional level human resource staff and management. Works independently under general supervision and within established guidelines. Applies specialized knowledge and uses independent judgment in resolving technical and paraprofessional problems and interpreting and applying human resource rules, policies, regulations or procedures. Reviews the accuracy of records, exercises decision making authority, and initiates corrective action within established guidelines.

Typical Work

Interprets, explains and applies human resource rules, policies, regulations or procedures consistently and equitably throughout the workforce;

Responds to inquiries and resolves problems in areas such as employment examinations, benefits eligibility or calculations, leave administration, compensation and employee relations;

Participates in employment and recruitment activities such as conducting screening interviews, administering and scoring employment examinations, notifying applicants of examination results, certifying candidates for vacancies, participating in job fairs and other outreach activities using inclusive practices and mitigating barriers to accessibility of these activities;

Reviews and ensures the accuracy and completeness of human resource documents such as leave, protected leave, and salary records, benefits enrollment or claim forms and employee data forms;

Prepares responses to unemployment, workers' compensation and/or group insurance claims;

Enters, retrieves, and/or validates data from human resource information or other computerized recordkeeping systems supporting payroll, benefits, personnel files, position files, performance evaluations, employee training and development, public records disclosure, safety and health systems, and other data functions; summarizes data and prepares reports using computerized and/or manual systems; coordinates the maintenance of computerized human resource information or other recordkeeping systems; verifies accuracy of records and documents adjustments; maintains confidential records; responds to public disclosure requests;

Conducts training and/or orientation in human resource rules, policies and procedures using inclusive practices and mitigating barriers to accessibility of these activities;

Develops and implements internal office procedures; recommends changes in procedures or rules to facilitate effectiveness using principles of equity and inclusion in evaluating and determining how those procedures will apply;

Performs other duties as required;

May supervise or direct the work of support staff.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Four years of office experience including two years of experience in a human resource or related setting

Equivalent education/experience.
