Definition
Positions at this level work under general direction and typically have organization-wide program responsibility. For programs with statewide impact, incumbents are specialists who manage one component or assist higher levels in two or more components of the program. Programs include but are not limited to voter registration programs; boating, concession, or winter recreation programs; and aeronautics programs. Program components are comprised of specialized tasks(e.g., reservations, administration, and budget coordination) within a specialty program. Incumbents assist higher-level staff by coordinating all aspects of program services, providing technical assistance and specialized, consultation to program participants, staff and outside entities, and recommending resolution for complex problems and issues related to the program. Incumbents assess program participants’ needs and develop specialized services and training unique to the program and are responsive to the needs of participants.
Typical Work
Anticipates potential conflict and attempts resolution before problems occur; plans, evaluates, and consults with staff and outside entities to identify problems, explores solutions and alternatives, and recommends resolutions designed to meet the goals and objectives of the program;
Assists in developing and establishing procedures and policies to implement new programs and/or activities and in formulating new program policies, procedures and standards;
Assists higher-level staff in the preparation of complex comprehensive plans, summaries, recommendations, progress or special reports;
Conducts research and analyzes data to identify program needs and participant eligibility for continued program participation;
Tracks legislative issues and develops or coordinates changes to RCW and WAC rules specific to the program;
Conducts investigations, recommends corrective action or testifies at administrative hearings on behalf of the organization;
Writes and edits publications, reports, pamphlets, or newsletters for internal and external distribution;
May supervise lower level staff.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.
