FACILITIES SENIOR PLANNER
Definition
Serves in a lead capacity over three or more Facilities Planners in the formulation, development, coordination, planning, layout and control of State facilities in support of established or proposed programming; or serves as project leader in the independent formulation, planning, coordination and management of capital budget or other major State facilities projects.
Distinguishing Characteristics
A project leader Facilities Senior Planner must meet four of the following criteria:
- Manages contracted consulting services;
- Develops State‑wide office space utilization standards for all State agencies;

Plans for State‑wide multi‑agency office space consolidation and co‑location;
- Coordinates capitol campus office space assignment and layout;
- Administers the State Environmental Policy Act for the department;
- Develops capitol campus master plan.
Typical Work
Directs the development of criteria and standards for space use and assignment, facilities design, construction and layout and preparation of data utilized as the basis of short‑ and long‑range planning;
Monitors and controls the efforts of professional consulting firms retained by the State for various planning projects;
Analyzes, justifies and prioritizes items for submittal in the Capital Asset Budget; provides construction cost cash flow data and investment analysis of capital projects;
Maintains and improves liaison with all State agencies to provide information exchange necessary in establishment of specific and overall need and facility plan preparation;
Provides consultative services for the development of plans, reports, studies and resolution of State agency needs;
Arranges and coordinates implementation of approved space plans of facility planning projects;
Schedules, coordinates and directs the work of project personnel; schedules and coordinates the incorporation of material resources into projects;
Performs necessary research and investigation to assure the most current techniques in space planning, programming, engineering, construction, etc., are utilized and considered in planning projects;
Completes special alignments and planning projects as requested by management;
Performs other work as required.
Knowledge and Abilities
Knowledge of: theory, principles and practices of Facility planning project supervision and control, including physical space needs programming, economic analysis, scheduling and space use techniques interiors and procedures; State Public Works Laws and other regulations concerning building construction, leasing and use of facilities; State and local building and zoning codes and regulations.
Ability to: maintain and improve working relationships with department, State and local governmental officials, public, consulting interiors firms; analyze facility space problems, identify physical needs and develop alternative solutions.

Desirable Qualifications
A Bachelor's degree involving major study in architecture, engineering, business or public administration, planning, property or land management, or allied field;
AND
Four years' experience in governmental facilities planning or in related field in private industry.
Additional qualifying experience may be substituted, year for year, for education.
