Definition
Serves as a senior level environmental planner responsible for a specifically defined program need as designated in writing by a program manager, equivalent or above.
Distinguishing Characteristics
This class requires written designation by a program manager, equivalent or above, and the majority of work involves dealing with individuals/groups outside of the agency regarding major new initiatives/or major modification to existing laws, policies or program planning needs. The senior planner reports to an Ecology Supervisor 3A, equivalent or above. May supervise staff, but not as a majority of the duties assigned.
Typical Work
Serves as senior planner of significant new policy initiatives which involve coordination and liaison with other state agencies, federal agencies, and/or local governments;
Serves as senior planner for development of significant new directions for existing policy which involve coordination and liaison with other state agencies, federal agencies, and/or local governments;
Serves as the senior planner for a significant program initiative requiring policy level coordination and liaison with other state agencies, federal agencies, and/or local governments;
Performs other work as required.
Knowledge and Abilities
Knowledge of: planning principles, techniques, current trends, environmental laws, policies and programs concerning all phases of state resource development; governmental administrative structure at local and state levels; environmental, social and other problems affecting development of local and state environmental resource programs; methods and objectives of urban and natural resources planning; principles of staff supervision.
Ability to: accept responsibility for major program activities; interpret and apply agency policy; develop long-range work plans, think conceptually, observe and interpret trends, analyze data, identify key relationships, draw logical conclusions, and maintain effective working relationships with governmental officials; address large groups and write effectively; supervise staff and manage major program activities.

Desirable Qualifications
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
AND
Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR
One year of experience as an Environmental Planner 3.
NOTE: Selective certification may be required for candidates possessing the following qualifications: A Master's degree with major emphasis in business administration, financial management, resource economics, public administration, or closely related field and three years of full-time professional experience in budget analysis and planning.
