Supervises a functional organization responsible for ongoing programs and reports to a WMS Band 3, Transportation Planning Supervisor 1 equivalent or higher classification; or performs as a consulting expert with assignments regarding Statewide application involving total systems or programs, applying one or more disciplines, with responsibility for several significant transportation problem areas.

As a registered landscape architect, performs senior level professional landscape architectural work that constitutes the practice of landscape architecture as defined by RCW 18.96.

As a supervisor of a functional organization, directs permanently assigned planning specialists and others with responsibility for development of work programs, preparation of budget, determining scope of studies and investigations, objectives to be realized and completion target dates for programs and projects;

A consulting expert at this level directs project studies involving total system(s) such as rail system, highway system, public transportation, etc. and varied disciplines and regularly provides presentations and guidance to department management, local governmental units, or private operations.

Assignments involve independent responsibility for organizing, directing and coordinating professional landscape architectural activities of considerable scope and complexity. Incumbents apply in-depth diversified knowledge of landscape architecture, use advanced techniques and make final decisions within their area of responsibility. Incumbents are usually responsible for a complex engineering unit or function including supervision of several support staff or serve as consultants in a specialized are having significant statewide impact. This level has landscape architectural stamping authority for contract documents for some positions.

Supervises the analysis and projection of traffic data from a variety of sources;

Supervises, plans and administers various transportation planning grants and programs for local jurisdictions;

Supervises the provision of public transportation planning technical assistance to regional and local jurisdictions;

Supervises professional specialists engaged in a variety of population, land use, research, environmental impact assessment, and other planning studies, and roadside and site development, implementation and management;

Performs complex assignments in connection with State and Federal programs directed at encouraging and assisting in the development of local, regional and State transportation planning programs;

Analyzes adequacy of available financing methods used for transportation and development of criteria for types and levels of financing for multi modal transportation systems;

Coordinates and monitors implementation of the Action Plan;

Develops, coordinates and supervises progress of economic, social, environmental, land use and energy studies;

Develops, coordinates and supervises progress of rail, aviation, mass transportation, water or highway planning studies;

Performs other work as required.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

A Bachelor's degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences and five years' professional transportation experience involving analysis and evaluation of transportation issues and problems. Analysis of environmental issues and problems that involve transportation issues will also be considered qualifying experience. A Master's degree in one of the above fields will substitute for one year of the required experience.

One year as a Transportation Planning Specialist 4. Transportation Engineer 4, Landscape Architect 1, or equivalent classification in city or county agencies.

Registration as a Landscape Architect in Washington State may be required for some positions.
