Definition

Schedules and directs contract inspection activities at contractor facilities for the Washington State Ferries.  Directs and/or prepares contract documentation. Serves as the senior level inspector providing electrical/mechanical/hull expertise.

Typical Work

As the project electrical/mechanical inspection expert, provides inspection of the contractor's work and rejects such work as may be found deficient;  

Provides liaison with the contractor's engineering staff in the interpretation of contract specifications and drawings;  

Reviews and approves the contractor furnished equipment and materials and provides technical advice to the contractor during the production phase of the project; 

Provides review of the specifications, working drawings and construction work for compliance with the requirements of the applicable Regulatory Agencies; 

Reviews and shipchecks the contractor's "As Built" drawings for completeness and correctness;  

Prepares inspection reports, progress reports, condition deficiency reports and other such documentation as may effect the assigned area of responsibility; 

Prepares or assists in the preparation of the specifications and engineer's estimates for contract change orders; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  theory, principles, techniques, and practices of marine engineering, construction and mechanical systems; requirements and applications of modern marine construction equipment, materials and methods; general application of State marine, Federal Maritime and U.S. Coast Guard regulations; construction estimating, costs, and financial planning.   

Ability to:  exercise sound and independent professional judgment in making decisions and rendering advise to the construction managers and contractor; analyze problems relating to assigned technical field and interface with other disciplines; provide liaison with the Regulatory Agencies to ensure that all phases of the work are in compliance with and conform to local, State and Federal requirements, codes and regulations; read, interpret, and develop marine construction drawings, plans, specifications, and contractual documents.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Registration as professional engineer in the branches of ship design, electrical or mechanical engineering in the State of Washington or another state based on requirements equivalent to those in Washington and two years of experience with project-level responsibility for the repair, overhaul and refurbishment of steam or motor vessels in a commercial or government shipyard. 

OR 

Five years of the above experience or four years of assigned responsibility as a ship/shipyard superintendent for a major commercial or governmental shipyard, or four years of experience as an Owner's Representative in a commercial shipyard. Experience must involve responsibility for hull, electrical or mechanical systems.  

OR 

Five years of experience as a vessel inspector or surveyor for an authoritative agency or Vessel Classification Society such as the American Bureau of Shipping or the U.S. Coast Guard.

OR 

Two years of experience as a Vessel Construction Inspector, Marine. 

NOTE:  Requirements for professional registration as an engineer in the branches of ship design, electrical or mechanical engineering in the State of Washington are eight years of professional experience (which may include up to four years of college-level naval architectural, or electrical or mechanical engineering education) and successful completion of 16 hours of professional licensing exams. Applicants qualifying through the licensure equivalency option must achieve professional registration in the branches of ship design, electrical or mechanical engineering in the State of Washington within six months of appointment to this class.
