Manages construction, reconstruction, renovation and overhaul projects for Washington State Ferry vessels at contractor facilities for the Marine Capital Construction Program. Acts as technical design coordinator during the contract design phase. Acts as on-site construction contract manager during the shipyard construction phase.

Acts as design coordinator for ferry renovation and construction designs;

Acts as the on-site contract manager for the Marine Capital Construction Program;

Manages the inspection staff and assures coordination between the speciality areas;

Provides liaison with the Contractors engineering, contracting, pricing and production staff;

Assures that proper review of all contractor furnished material and equipment has taken place and makes final determination of suitability;

Provides technical interpretation of contract specifications and drawings;

Provides final review and approval of the contractors’ construction specifications, working drawings and construction procedures;

Provides liaison with local, State and Federal regulatory agencies to ensure compliance with agency laws, regulations and policies;

Manages the processing of inspection reports, progress reports, condition deficiency reports and other such documentation as may be required to administer the contract;

Supervises the preparation of the specifications and the engineers’ estimates for contract change orders;

Rejects such work by the contractor, subcontractors or suppliers as may be found to not be in compliance with specification and requirements of the contract;

Provides administrative support to the Vessel Construction Manager in connection with the Marine Capital Construction Program;

Performs other related work as required.

Knowledge of: thorough working knowledge of marine engineering, construction principles and mechanical systems. Conversant with modern marine construction equipment, materials and techniques.

Ability to: exercise sound and independent, professional judgment in making decisions and providing advice to the State Capital Program managers and to the Contractor. Analyze the problems relating to the vessel construction project and provide coordination between the various managers, inspectors and officials to ensure effective and economic resolution.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Valid U.S.C.G. license as a Chief Engineer.  (Limited-near coastal), or as Second Assistant Engineer Steam and/or Motor Vessel Unlimited, or four years' experience in responsible charge of the machinery plant on an oceangoing governmental steam or motor vessel. 

AND

Five years of experience, as an employee of the shipyard or as an owner's representative, with project level responsibility for repair, overhaul, renovation, or construction of steam or motor vessels in a commercial or governmental shipyard.

OR

A Bachelor's degree in Naval Architecture, Marine Engineering or allied field and five years of experience managing the planning and execution of repair, overhaul, or renovation of steam or motor vessels. 

OR

Eight years of experience as an owner's representative or shipyard project level supervisor responsible for the repair, overhaul, or renovation of steam or motor vessels in a commercial or governmental shipyard.

OR

Four years of State service as a Vessel Construction Inspector, Marine, or three years as an Inspector Specialist, Marine.
