Definition

In the Washington State Department of Transportation, Washington State Ferries, terminal design office, supervises a marine engineer design team responsible for the design of marine terminals and seals with a professional engineer’s stamp the engineering work of self or the design team.

Typical Work

Assumes responsibility for the design work done under his/her direct supervision and stamp engineering drawings, specifications and reports as prepared by subordinate staff; 

Manages ferry terminal design projects from the problem statement/prospectus stage, through environmental/permitting, preliminarily design and final PS&E; 

Coordinates reviews with other disciplines, such as civil, structural, architectural, electrical and mechanical engineering; 

Supervises a marine design team consisting of marine engineers, consultants or WSDOT employees; responsible for hiring, performance evaluations and corrective/disciplinary actions; 

Administers the development of design development schedules and budgets; monitors expenditures and progress; determines construction schedules and phasing to minimize impact to Operations;  Coordinates with Port Captains, Port Engineers and other key personnel for WSF; 

Represents WSF to local, federal and other state agencies responsible for environmental documentation, permitting and funding approval; 

Develops and implements project scope and phasing strategies optimizing program delivery within environmental and permitting constraints; 

Develops and implements public involvement programs for projects; 

Assures appropriate and optimum use of the organization’s resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities; 

Performs other work as assigned.

Knowledge and Abilities

Knowledge of:  engineering principles, practices and methods; transportation planning; environmental laws/documentation/permitting; public involvement; civil/structural design engineering; mechanical/electrical design engineering; architectural design; storm and sanitary sewer design; geotechnical design; marine environment; marine construction; public agency contracting; consultant agreements; construction engineering; ferry system operations; workplace safety issues; the principles of management and supervision; applicable codes (Uniform Building Code, the Americans with Disabilities Act, AASHTO publications and WSDOT standard designs). 

Ability to: effectively communicate both orally and in writing with internal and external customers and management; plan design team work assignments; coach, mentor and train staff; manage consultants; negotiate consultant agreements; resolve disputes; develop project phasing; and make effective decisions.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Professional registration as a Civil Engineer in Washington State, or another state based on registration requirements equivalent to those in Washington State (Applicants qualifying through the licensure equivalency option must achieve professional registration as a Civil Engineer in the state of Washington.  

AND 

One of the following: 

  • Two years of experience as a Senior Marine Engineer performing design work as a lead engineer on project teams for civil/marine/transportation projects; 
  • Two years of experience within the Washington State Department of Transportation as a Transportation Engineer 4 or higher; 

 Note:  Possession of a valid state of Washington driver's license may be required
