COMMUNICATIONS SYSTEMS DIRECTOR
Definition
Directs the planning, research, development and maintenance of statewide electronics communications systems for the Washington State Department of Transportation.
Typical Work
Directs the planning, engineering, research, design, installation, and maintenance for electronic communications statewide;
Reviews personnel, equipment, and facilities to provide efficient operation of electronic services;
Plans for future expansion, agency needs, technological advances;
Administers biennial budget for staffing, facilities, equipment, and training;
Develops policies and procedures for section operation and departmental usage of electronic communications systems;
Directly supervises engineering and electronics managers; develops employee training plans;
Serves as technical advisor to departmental executive staff in the communications systems field;
Liaison with other state, federal, and other states agencies;
Performs other work as required.
Knowledge and Abilities
Knowledge of: personnel and budgetary management; operational and technical principles of microwave carrier, mobile and data systems; electronic communications operations and equipment; Federal Communications Commission regulations, Washington Administrative Code, Federal and State Communications regulations.
Ability to: understand and willingness to support and comply with departmental goals, objectives, policies and procedures; communicate to personnel and groups; manage communications systems services operation, staff, and budget.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.
Desirable Qualifications
A Bachelor's degree in engineering or public administration.
AND
Seven years of experience in the design or operation of mobile, microwave, and data communications systems.
A General Radiotelephone Operator license issued by Federal Communications Commission is required.
Additional experience in the design or operation of mobile, microwave, and data communications systems will substitute for the education requirements on a year-for-year basis.
