RACING LICENSING SPECIALIST
Definition
Within the Washington Horse Racing Commission, reviews, processes, and issues temporary occupational licenses to individuals working in the horse racing industry. Reviews the licensing procedure with applicants, processes license applications, maintains records, and collects and deposits license fees.
Typical Work
Verifies identity of applicants and assists them in filling out occupational license applicants. Solicits sensitive information (e.g., criminal history records) from applicants. Enters licensing information into computerized database.
Collects, accounts for, and deposits state license fees and Labor and Industries fees on a daily basis.
Takes photographs of applicants and prepares and issues photo ID cards.
Reviews racing program to ensure that the owners, trainers and jockeys scheduled to participate in the upcoming day's races are properly licensed.
In response to inquiries from the general public, law enforcement, and other governmental agencies, explains, interprets, and applies the licensing requirements of the WHRC's "Rules of Racing."
Records horse registration documents, partnership or corporation records, race horse leases, trust agreements, horse registration documents, stable lists, claims, bills of sales, and other records required by WHRC's "Rules and Racing." May be designated as WHRC's authorized representative in claim reviews.
Assists with revisions to WHRC's computerized licensing forms.
Receives complaints and appeal forms and collects appropriate appearance bonds.
Maintenance records of the WHRC at racing facilities.

Desirable Qualifications
An Associate of Arts degree or equivalent and one year of experience providing services to the public,
OR
Three years of experiences in an office support position involving direct contact with the public.
