Definition
At a licensed racetrack, supervises racing officials and is responsible for regulating racing and licensees to ensure that racing is conducted in accordance with Washington Horse Racing Commission’s “Rules of Racing” Title 260 WAC.
Typical Work
Reports to the Executive Secretary and is responsible for the conduct of all licensed live race meets;
Views and judges horse races to determine the order of finish and to ensure that the race was conducted in accordance with the "Rules of Racing" as outlined in the appropriate chapters of Title 260 WAC;
Votes on inquiries, objections, and protests arising from incidents that occur during the race. May disqualify horse(s) and/or rider(s) involved and take other appropriate action as provided by the "Rules of Racing";
Initiates investigations of alleged violations of the "Rules of Racing";
Schedules and conducts conferences on alleged violations of the "Rules of Racing." Issues written decisions and, where violations are found, takes appropriate corrective action, to include warnings, fines, suspensions or revocation. Has the ability to approve or deny license applications as provided rule;
Supervises entries and scratches of horses;
Prepares written minutes summarizing the activities of the Board of Stewards;
Supervises racing officials employed by the commission;
Performs other duties as required.

Desirable Qualifications
Successful completion of a recognized accreditation program AND Six years of experience in a regulatory capacity in the pari-mutuel horse racing industry
OR
Equivalent education/experience.
