CHILD SUPPORT PROGRAM MANAGER

Definition
Within the Title IV-D Child Support Program, reports to a Washington Management Service (WMS) or Exempt manager and provides second-level supervision at Headquarters or a local field office. Positions oversee major organizational units that provide direct services to clients including, but not limited to, units that collect child support, provide statewide services within the State Disbursement Unit, the State Support Registry, and the centralized document imaging program. Positions also interface with WorkFirst partners, tribes, prosecutors, and other community stakeholders and partners.
Typical Work
Acts as second line supervisor who is responsible for strategic planning; organizing, directing and evaluating subordinate personnel; developing and/or accomplishing program objectives; delegated authority for the facility, personnel (including use of Collective Bargaining Agreement terms and conditions) and program operations; preparation and justification of budgetary data necessary for program execution; analysis of tort or litigation risks, organizing and utilizing available resources with accountability for all funds received and/or disbursed;
Develops, or assists in the development of, state legislation, rules, policy and procedures relative to program goals; responds to and analyzes proposed legislation impacting the program, in both the state and Federal forum; analyzes program content and effectiveness with reference to both Federal and state statutory or administrative authority and requirements; determines and implements needed modifications or enhancements;
Provides leadership in promoting effectual working relationships and in coordinating activities with other programs, agencies and community organizations to facilitate program goals;
Acts as the District Manager or Chief in their absence;
Coordinates policy, approaches, and divisional best practices in handling interstate child support matters;
Responds to inquiries and complaints from outside sources and staff; investigates or directs the investigation of problems in case handling and/or interpretation of statutes and regulations; resolves program issues involving multiple jurisdictions and authorities; develops remedies to satisfy or mitigate lawsuit and litigation issues; analyzes unusual cases involving legal actions and determines or recommends appropriate agency position in administrative hearings;
Motivates subordinate personnel; determines training needs and requirements on both an individual and organizational basis, and institutes training programs to accomplish desired objectives;
Adjusts program operations to meet changes in needs, requirements or resources.
Knowledge and Abilities
Knowledge of: principles and practices of management in public or business administration including planning, organizing and directing the work of others; personnel management and training; fiscal and budgetary procedures and public relations.
Ability to: make sound managerial decisions; perform leadership communications; identify, direct and coordinate the application of human and physical resources; forecast, plan and implement program adjustments as required by changing conditions; interpret and apply laws and regulations; communicate effectively, both orally and in writing.

Desirable Qualifications
A Bachelor’s degree,
AND
Four years of professional supervisory and/or management experience related to child support enforcement and/or debt collection related functions.
AND
Six months experience in strategic planning; organizing, directing and/or evaluating subordinate personnel within an enforcement related field.
Note: Equivalent education and/or experience may substitute year for year.
