Definition

Supervises all revenue collection activities in a unit or geographical region.

OR

As the statewide trainer or the statewide technical expert, serves as the primary resource for all lower level technical specialists or trainers requiring assistance on new and/or unique collection activities.

Distinguishing Characteristics

As a supervisor, plans and develops methods and programs, makes assignments, and directs the activities of personnel involved in collection activities. Designated in writing, the statewide technical expert or the statewide trainer is responsible for the development of policies and procedures or the development of technical or procedural training for staff. These positions identify precedent-setting or new emerging issues that, due to their complexity, require expert technical guidance and/or the development of new policies.

Typical Work

Responsible for day-to-day operational activities, assignment of work, leave approval, disciplinary actions, and staff development. Directs and ensures uniform application of revenue statutes, regulations and departmental policies;

Leads statewide regional training groups; coordinates work assignment; reviews and approves regional training modules prior to presentation; maintains a library of training modules.

Prepares for statewide technical conferences; negotiates contracts for outside training materials and presentations; negotiates and manages conference site contracts;

Manages the statewide collections program quality assurance review process; determines training needs identified in the review; responsible for the statewide regional training group in preparing training to meet identified needs;

Travels statewide to present training modules to field staff;

As a technical expert, responsible for assisting statewide field staff with legal document questions and procedural issues and technical computer issues and resolutions;

Serves as a statewide resource for field staff and management in researching new issues; makes briefing recommendations to management and develops new policies and procedures that resulted from the research;

Meets with attorneys, accountants, and other taxpayer representatives; reviews and endorses legal actions initiated by revenue agents; represents the department in court actions that require testimony from taxpayer files; prepares or approves settlements;

Organizes and supervises special investigations as required involving violations; works closely with other enforcement agencies;

Performs other duties as required.

Knowledge and Abilities

Knowledge of: Applicable Revise Codes of Washington (RCW) and Washington Administrative Codes (WAC); federal and state laws, regulations, polices and decisions affecting the legal collection of funds; instructional and presentation techniques; principles and methods for curriculum and training design; community property laws and lien priorities of third parties; investigative techniques; supervisory responsibilities and practices.

Ability to: Comprehend and assimilate complex collection laws and rules; identify, collect, organize, and document data and information; communicate effectively, both orally and in writing; work with irate or hostile customers.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Three years of experience as a Revenue Agent 3.

OR

A Bachelor’s degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field

AND

Five years of experience in the collection of civil or criminal debt, law enforcement, personal or corporate finance, accounting or bookkeeping, or investigations involving personal background, business practices or fraud.

Additional qualifying experience may substitute year-for-year for the education.
