Definition
Performs the full range of technical and professional benefits advisory duties including establishing and/or servicing insurance program/plan accounts, providing expert consultative services, training others and independently resolving technical problems involving enrollees, beneficiaries, agencies, carriers and/or providers.
Typical Work
Provides instruction, assistance and training to lower level staff;
Analyzes, negotiates and resolves complex issues and/or technical problems involving WAC's, RCW's, rules, laws, agencies, carriers, providers, membership, beneficiaries or others;
Provides expert consultative services to members, beneficiaries and/or others with respect to program/plan benefits, options and services;
Audits and adjusts membership accounts;
Develops modifications, improvements and changes to procedures and policies;
Makes oral presentations, participates in promotional events and/or provides training to various groups;
May act as a lead worker for lower level staff;
Performs other duties as required.
Knowledge and Abilities
Ability to: independently analyze complex records, cases and situations, and make timely, accurate decisions; elicit information, counsel effectively, and resolve disputes; perform mathematical calculations; write and speak effectively; address groups; interpret and apply RCW's, WAC's and Law's; establish effective working relationships and handle difficult persons with tact and diplomacy; adapt to constantly changing circumstances.
Legal Requirement(s)
Desirable Qualifications
One year as a Benefits Specialist 1.
OR
Four years of experience providing direct client services or counseling of customers in the areas of deferred compensation, health insurance, retirement, unemployment, disability, or other related benefits programs.
OR
Two years of college and two years of the experience listed above.
