Definition

For the Department of Labor and Industries, in a training capacity, audits an employer’s financial records, business activities, and functions to establish premium liability and compliance with industrial insurance laws, rules, and regulations.

Distinguishing Characteristics

Auditors at this level work under the close direction of a journey-level auditor or supervisor for a training period of up to one year, then advance to Labor and Industries Auditor 2 for their second level of training.  This first level of training concentrates on the technical aspects of the job (e.g., Industrial Insurance laws, auditing techniques, and automated auditing system).

Typical Work

As a member of a self-directed work team, assists in determining the most effective use of the team’s resources to reduce non-compliance; decides on the most viable audit candidates based on local/regional conditions;

In a training capacity, gains thorough knowledge of Title 51 RCW, the Washington Workers’ Compensation Insurance Manual WAC 296-17 and agency policies, and a general knowledge of other state and federal tax requirements; 

Under the direction of a journey-level auditor, performs audits, examines businesses’ financial records to determine compliance with industrial insurance laws, rules, and regulation;

Evaluates businesses’ accounting systems and develops a specific audit plan; decides what level of audit will be conducted and ascertains the sources that will be used to successfully complete the audit; 

Researches classifications and industries; 

Inspects businesses’ operations and interviews employer for determination or verification of proper risk classification based on business’s operations; 

Examines businesses’ financial records to determine prime contractor liability and asset discovery; 

Review’s businesses’ legal records to determine ownership liability issues; 

Interviews employer and workers to make determination on non-compliance issues, including claim disputes;

Prepares a comprehensive audit report and discusses findings with employer;

Exercises subpoena authority; 

Performs other duties as required.

Knowledge and Abilities

Knowledge of: Theory and practices of auditing and accounting; analytical procedures; modern business methods, procedures and equipment. 

Ability to: Learn specialized audit technique; understand and apply Workers' Compensation WAC's and RCW's; prepare comprehensive audit reports; analyze income statements and numerical relationships; organize and utilize time effectively, maintain cordial and effective relations with a work team, employers, and public officials; communicate effectively, both orally and in writing.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A Bachelor’s degree that includes 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class).

OR

Equivalent education/experience will be considered but must include at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class ) and two (2) years of professional accounting or auditing experience.
