Definition

Supervises a unit of professional Industrial Insurance Underwriters whose responsibilities include underwriting, education and consulting on State Fund industrial insurance policies and risk classification under Washington State Industrial Laws.

Typical Work

Supervises a unit of professional industrial insurance underwriters and other staff members assigned to a team and/or unit. 

Plans, prioritizes, assigns, and evaluates the work of staff to ensure that State Fund insurance policies, determinations of coverage, risk classification assignments and experience ratings are consistent with current Revised Codes of Washington (RCW), Washington Administrative Codes (WACs), and Department policy and procedures; 

Plans and ensures the business of the agency is conducted in an appropriate, efficient, and cost effective manner; 

Analyzes and manages daily, weekly, and/or monthly workload data and evaluates procedures; 

Ensures workload coverage when staff members are out;

Responsible for hiring; training; planning and assigning of work; evaluation of performance; and taking corrective action where necessary;

Acts as technical and professional resource to assigned staff, managers, and internal/external customers; 

Represents the Department of Labor and Industries when testifying to present evidence at Board of Industrial Insurance Appeals and Superior Court hearings; 

Conducts meetings with individual businesses and/or their designated representatives to discuss risk classification concerns, rates, and/or claim costs, and offers a variety of agency services to address loss control issues; provides oversight and coordination to assigned industrial insurance underwriters in preparation for meeting to ensure the appropriate agency representatives are included and a comprehensive review of the account/industry is completed and approved in advance. 

Design, analyze, and edit reports (claim data, premium reporting) to establish trends within the team/unit;

Performs other work as required.

Knowledge and Abilities

Knowledge of:  Washington Workers Compensation Insurance Manual, WAC 296-14; Title 51 RCW; the Administrative Procedures Act; classification plans used in other jurisdictions (private insurance); court procedures; Department of Labor and Industries Administrative Policies; auditing and accounting theory and practices; modern business methods, procedures and equipment; management practices and procedures; principles of underwriting and insurance; ever changing policies regarding risk classification and jurisdictional issues; federal and state jurisdictional acts. 

Ability to:  plan and lead underwriter staff in the administration of statewide programs; look at issues in a creative and sometimes unconventional way to achieve desired results; develop and present data at public meetings (hearings); communicate effectively, both orally and in writing, across a broad spectrum of knowledge levels and needs including cultural diversity; present complex material in an understandable nontechnical manner to agency staff including executive management and the public. 

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position. 

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A Bachelor’s degree with a field of focus involving tax liabilities, insurance benefits, risk classification, accounting or bookkeeping work, research, statistical or management analysis or related fields.

AND 

One year experience as an Industrial Insurance Underwriter; or one year experience supervising staff involved insurance benefits related work.

Additional qualifying experience may substitute year for year, for the required education. This experience must include four years of direct customer service.
