Definition

Within the Office of Insurance Commissioner (OIC), within a region, researches and develops curricula, monitors and modifies contracts and manages sponsors such as community action programs, Retired Seniors Volunteer Programs and hospitals. Negotiates sponsorships and community partnerships. Conducts technical training and consultation on health insurance laws and benefits to volunteers, health care professionals and consumers.

Typical Work

Educate, assist and advocate for consumers; 

Develop and teach curricula that ensures competency in advocacy, technical information, and counseling skills to professional advisors; 

Orchestrate community responses to crisis or other local events;  

Initiate and respond to media requests (interviews, information, research, referrals) and assist in the development of media materials; 

Locate, negotiate, and manage sponsorships and community partnerships; 

Supervise volunteers, and assist consumers and other government staff in resolving difficult cases; 

Supervise and evaluate competency of volunteers and community sponsors; 

Complete required governmental reporting and paperwork (WA Office of the Insurance Commissioner, WA Department of Health and Social Services, US Health Care Financing Administration, and US Administration on Aging; 

Facilitate community assessments and strategic planning; 

Comply with special working conditions; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  Adult learning styles; writing and graphic design; local media; health care systems; teaching and directing adults; community organization. 

Ability to:  Synthesize, distill, and communicate large amounts of complex information to a variety of audiences; analyze, initiate, develop, integrate and manage specialized programs.

Desirable Qualifications

A Bachelor's degree and two years of professional experience in community development, adult training, and volunteer management. 

OR 

Additional qualifying experience may substitute, year for year for education.
