Positions at this level function as a first line supervisor over fiscal related professional staff or serves as a Principal Assistant to a Fiscal Analyst 5.
Typical Work
Supervises fiscal related professional staff performing financial reviews and analysis of fiscal data, grants or contracts in accordance with Generally Accepted Accounting Principles [GAAP];
Positions are assigned responsibility for fiscal assessment and analysis of program management decisions, development and preparation of the biennial supplemental and operating budgets, and participation in the development and modification of program requirements;
Coordinates with regional business managers, institution superintendents, institution business managers, office chiefs and section heads in the development and preparation of the biennial and supplemental capital and operating budgets;
Coordinates the development and preparation of annual allotments and allotment amendments to effect program plans;
Assures compliance with fiscal policies and procedures issued by headquarters' offices responsible for agency-wide support functions;
Reviews the fiscal status to assure accuracy of expenditures and adequacy of allotments, identification of potential problem areas and alternative methods;
Prepares and monitors federal and local revenue projections developed at each stage of the budget process; estimate federal funds by reviewing claims for reimbursement; prepares and processes allotment amendments to properly account for unanticipated revenue granted to the program;
Tracks and monitors the preparation of State and Federal reports and statements, funds management, financial systems development and analysis, inventory accounting, cost allocation, or revenues;
Makes recommendations regarding fiscal controls and adequacy of appropriations; develops fiscal procedures and accounting systems;
Acts as financial system liaison between agency-wide users, and OFM for the financial integrity of agency-wide major financial systems;
Provides technical support and training to headquarters and field fiscal staff for fiscal related activity and financial systems;
Establishes, integrates, and maintains accounting sub-systems and methods; review internal policy for compliance with OFM standards and procedures;
Directs and develops budget planning within areas of activity and responsibility;
Make recommendations for changes or refinement in budgeting areas;
Responds to audit report and takes corrective management actions;
Initiate changes to meet discrepancies or noncompliance cited by auditors;
Provides management guidance to subordinates for long-term fiscal cyclic requirements;
Determine deadlines and plan staffing requirements for special fiscal projects;
Initiate and develop fiscal management reports as required for effective accounting and management practices;
Interviews and hires applicants, trains new employees, assigns and schedules work, acts upon leave requests, conducts annual performance evaluations and necessary disciplinary actions;
Implement departmental operating policies governing the facilitation of proposals and awards;
Conducts complex or sensitive negotiations (e.g., publication and patent clause negotiations) with funding agency representatives to consummate terms and conditions of awards;
Represents the institution on site visits or during formal conferences with funding agency representatives;
Serves as a member of committees interested in the development of institutional procedures;
Conducts workshops and other training activities for institutional personnel preparing or submitting proposals for awards.
