Definition

This is the journey, occupational or working level of the series. Incumbents work independently or under general supervision and often perform one or more fiscal support functions. Positions provide support in the area of fiscal, budget, or financial business areas. Apply principles of established procedures in recording, summarizing, and reporting fiscal activities in a variety of work areas such as; recordkeeping, auditing, analysis, budgeting, payroll, travel, purchasing, and other types of fiscal operations. Prepare and maintain fiscal records while compiling and ensuring the accuracy of reports.  Positions may lead or supervise level 1 staff.

Typical Work

Maintains and modifies fiscal record keeping systems, databases, and spreadsheets; reviews fiscal records; identifies trends; assists in formulating corrective action; 

Maintains a record keeping system for recording budget transactions; reviews budget reports, verifies accuracy and takes corrective action if necessary; reconciles budget status reports and prepares expenditure projections; notifies appropriate individual of any projected or actual over-or under-expenditures; 

Maintains purchasing records and resolves problems; reviews, approves and allocates purchases to proper budget and category; ensures compliance with departmental, institutional, and/or granting agency policies, rules, and regulations; 

Maintains personnel and payroll records; calculates salary and benefits costs; initiates, records, and ensures the accuracy of personnel and payroll action documents; control petty cash records; 

Maintains and processes travel expense records; ensures compliance with state and institution regulations and procedures; allocates travel expenses to appropriate budgets; 

Prepares, compiles, and provides fiscal reports such as year end reports, budgetary reports, and auditing; 

Compiles and computes payroll data from a variety of source documents, such as time records, personnel action forms, contracts, insurance forms, withholding forms, etc.; 

Inputs payroll and insurance data and performs routine audits to ensure accuracy and compliance with employee authorizations and state/federal requirements; 

Ensures compliance with institutional, state, and federal requirements in payroll procedures, computations, and deductions; 

Audits tax returns to determine under and overpayment; 

Using established criteria, selects accounts to be examined in field by audit of taxpayer’s records; 

Approves renewal or reinstatement of licenses or researches license and provider records to determine cause of deficiencies; 

Maintains accounts and records; authorizes and enter fiscal transactions; compiles and prepare periodic fiscal statements and reports; 

Assists higher-level fiscal personnel with summary information and analysis of records and reports; 

Prepares, audits, verifies, and processes final documents such as vouchers, purchase requests, invoices, receipts, payroll forms and bank deposit verifications; 

Interprets fiscal policies and procedures; assists in the monitoring and review of computer input/output; provides suggestions for development and maintenance of computerized financial management and budget development systems; 

Prepares, verifies, and controls input being processed, including responsibility for input;  

Positions may lead or supervise lower level staff.

Legal Requirement(s)

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Most positions require high school graduation or GED equivalency. Other positions require some college, vocational, or business school training to be completed. Some positions require one to two years of general clerical or fiscal experience. Education usually can substitute year for year for experience. Typing may be useful for some positions.

New class consolidates 12030 Fiscal Technician, 3051 Fiscal Technician II, 3061 Payroll Technician effective, January 1, 2006.
