Definition
Positions apply laws, methods, and principles covering real estate transactions, negotiations, relocation, appraisals, audits, acquisitions, and/or valuation of residential, commercial, land, and agricultural properties.
Incumbents work with limited supervision and handle non-complex assignments such as assisting on relocation in project acquisition of a single family residence, total takes, strip acquisition; assisting in property management by determining lease values, preparing and maintaining property files; performing housing inspections, or appraising properties that typically don’t involve questions about benefits or significant damages for those that need an income approach or cost approach for solution. Positions typically appraise whole properties or simple strip takes; appraisals of land, single and multi-family residences, apartment complexes, neighborhood businesses and agricultural properties. Positions can also perform audits and appraisals of agricultural, small commercial and manufacturing personal property or exempt property applicants. Assigned duties are completed independently and work is subject to periodic review.

Typical Work
Conducts non-complex eminent domain real estate appraisals;
Prepares appraisal reports;
Negotiates real estate acquisitions;
Prepares and maintains property management functions;
Consults with other staff to determine qualities of property and property rights needed; assists in determining desirability and priority of need for property to be acquired;
Conducts title searches; orders surveys and maps required for sale or lease agreements;
Performs market value appraisals of land, single and multi-family residences, apartment complexes, neighborhood businesses and agricultural properties;
Appraises lands of public utility companies;
Assists in appraisal of large commercial, manufacturing or public utility properties under the direction of higher level appraisers;
Audits financial records of taxpayers for discovery of taxable property;
Appraises the market value of machinery, equipment and other personal property of various businesses such as commercial, manufacturing, or agricultural;
Appraises value of watercraft and motor vehicles;
May supervise lower level staff.

Desirable Qualifications
Positions typically require a Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, or related field
AND
One to two years of experience in activities such as acquisition, sales, leasing, appraisal, title examination, escrow closing, negotiations, property management, title examination, relocation assistance, or selling, leasing or buying commercial real estate, or auditing or appraising real or personal property for fair market value.
OR
One year of experience as a Property and Acquisition Specialist 1.
