Definition

Under limited supervision, positions perform specialized and complex duties in real estate services, project management, appraisals, audits, and/or land pricing and funding.

In an assigned area of responsibility, positions apply advanced technical knowledge when planning and conducting complex tasks for large-scale projects or programs such as consolidating or co-locating state offices that are 100,000 square feet or more; conducting real estate acquisitions requiring review, analyses, and alternatives; negotiating and concluding land transactions and exchanges for purchase, lease, or rental; conducting appraisals and/or audits of major utilities or large and diversified manufacturing and industrial properties where built in components constitutes a large part of the total property value; determining the tax status of major non-profit organizations; and/or determining funds for acquisition, purchase or lease.

Typical Work

Investigates, negotiates, and concludes complex transactions with land owners for purchase, lease, rental or use of real property and property rights; reviews and approves specifications for construction of office complexes;

Consults with and provides recommendations to internal and external administrators such as county officials, state agencies, boards and commissions, property management firms, certified public accountants, attorneys, legislature, and/or other related associations.

Clarifies with suppliers, values and trends of industrial machinery and equipment for use in creating statewide valuation guidelines for county assessment purposes;

Testifies as an expert property appraiser/auditor at county boards of equalization, Board of Tax Appeals, and at judicial proceedings; assists attorneys in the preparation of technical appraisal matters for court cases;

Prepares training materials and instructs others;

Makes site inspections of areas proposed for new parks or property operated by nonprofit organizations and federally recognized tribes; appraises land; determines eligibility for property tax exemption; drafts and negotiates purchase options including unusual conditions of purchase, easements, rights of way, improvement agreements, etc.;

May lead or supervise lower level staff.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Positions typically require a Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, park planning, wildlife management, forestry, or related field

AND

two to three years of experience appraising real estate and negotiating ownership transactions or auditing and/or appraising commercial and light industrial real or personal property.

OR

One year of experience as a Property and Acquisition Specialist 3.
