Definition

Assigned to the central office of the Employment Security Department, under the direct supervision of a higher level Employment Security Program Coordinator, provides program support in planning, developing, and/or monitoring Employment and Training Program or Unemployment Program activities.  Compiles data and statistical reports, reviews reports and documents for compliance, provides routine technical assistance, prepares legal documents, processes payment vouchers and/or reviews applications.

Typical Work

Reviews program forms or documents for accuracy and completeness; reviews statistical reports of agency and contractor activities for compliance with budgetary, procedural, productivity and other agency standards; may contact customers for clarification of information or client eligibility;  

Performs routine certification and verification of client and contractor information, assists staff in contract modification process and maintains records of transactions;  

Complies program information and statistics to prepare routine reports and correspondence for program staff, prepares presentation materials on selected issues, assists staff in research and problem analysis; 

Assists staff in collection of overpaid unemployment insurance benefits, by preparing repayment schedules, and performing skip trace activities;  

Performs related duties as required.

Knowledge and Abilities

Knowledge of:  general employment and training or unemployment insurance programs, Employment Security procedures and policies, applicable State and Federal legislation. 

Ability to: evaluate office procedures, reason clearly and arrive at unbiased conclusions; establish effective working relationships; exercise initiative and flexibility; present information clearly and effectively, both orally and in writing.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

One year of experience as a WorkSource Specialist 1 or Tax Specialist 1 - ES or equivalent.  

OR 

Four years of experience performing employment and training or unemployment insurance related duties with at least two years at the third clerical level or above.   

College‑level course work may be substituted, year for year, for experience.
