Definition

Assigned to the central office of the Employment Security Department, performs journey-level professional work. Within the Employment and Training Program or the Unemployment Insurance Program, provides policy analysis and program planning, and monitors program compliance with federal and state standards;

OR

Within the Unemployment Insurance Program, collects overpayment, negotiates and establishes repayment contracts; OR provides statewide quality assurance by conducting appraisals and validation of the unemployment insurance system.

Typical Work

Plans, designs, implements a variety of employment and training, unemployment insurance programs and discretionary projects statewide;

Conducts program monitoring; prepares reports to evaluate program compliance and performance;

Develops and evaluates budgets, grants, and Request for Proposals in compliance with federal and state legislation, regulations, provisions, and agency policy;

Prepares and presents information on agency programs to employers, unions, clients, service providers, councils, and other interested groups;

Provides program contract development and management; conducts or participates in contract negotiation;

Serves as staff support to external councils, committees or boards;

Drafts proposed legislation;

Provides coordination and/or serves as liaison to federal, state and local government agencies and community organizations in the development of agency programs;

Provides staff support to the Service Delivery Area(s) local elected officials in the oversight role for employment and training programs; provides consultative services to local offices in analyzing employer and community input and determining appropriate action plans;

Performs program validation of agency activities;

Reviews, monitors, and evaluates agency programs for compliance with federal and state standards;

Audits complex eligibility or liability determinations to ensure compliance with federal and state laws, regulations and policies;

Reviews and evaluates performance related information, prepares reports, and recommends corrective action for program compliance;

Performs financial recovery for UI programs to ensure integrity of the agency trust fund;

Performs the duties of the lower levels in the series;

Performs related work as required.

Knowledge and Abilities

Knowledge of: principles and procedures involved in planning, development, administration and monitoring of Employment Security programs; general and specialized knowledge of agency programs, training principles, budgeting, contract development, negotiation, monitoring and evaluation techniques in unemployment insurance, employment and training program operations.

Ability to: present ideas, conclusions and factual data in concise and understandable form, both written and verbal; gather, interpret, analyze and explain data, concept and principles in programmatic terms; plan, organize and coordinate work effectively, think conceptually, establish and maintain effective work relationships.

Desirable Qualifications

One year of experience as an Employment Security Program Coordinator 1.

OR

One year of experience as a WorkSource Specialist 3 or equivalent.

OR

A Bachelor's degree in public or business administration, political science or closely related field, and three years of professional or technical experience in employment and training or unemployment insurance programs.

Additional qualifying experience may be substituted, year for year, for education.
