Definition

Positions at this level work independently with minimal supervision and may lead employees and perform more complex responsibilities such as difficult employee assistance issues having broad potential impact.   Issues often have competing interests, multiple clients, conflicting rules or practices, a range of possible solutions, or other elements that contribute to complexity. Has full authority to prioritize and handle all issues within assigned areas of responsibility.

Typical Work

Takes the lead in performing assigned tasks and ensures that such tasks are properly completed;  

Develops and delivers EAP orientations, supervisor training and other topical brief presentations;  

May assist in the selection of employees for the unit; 

Assesses needs of employees and family members using standard interview techniques to identify personal problems or other issues that may affect job performance; 

Constructs an individualized assistance plan based on the findings of the assessment in order to address the identified problems; 

Conducts holistic assessment, short-term problem-solving, and referral;  

Consults with and provides assistance to supervisors and managers regarding employee work performance/behavioral issues and underlying personal problems which may be contributing factors; 

Provides consultation on specific employee problems to managers, supervisors, union leadership, work teams, human resources, or other appropriate parties;

Performs other duties as assigned; 

May supervise lower level staff.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position. 

Some positions may require Licensure in areas such as Licensed Social Worker (LSW), Licensed  Mental Health Counselor (LMHC), or Advanced Registered Nurse Practitioner (ARNP) or certifications in areas such as Substance Abuse Professionals or Critical Incident Management.  

Candidates who are Certified Employee Assistance Professionals (CEAP) or CEAP eligible or those who are certified to be Substance Abuse Professionals (SAP) under the federal Department of Transportation random drug/alcohol program are preferred.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Positions typically require a Master’s degree in social services, psychology, counseling, social work, or related field. Four years related professional Employee Assistance experience, which includes one year in a lead or supervisory capacity, and training and professional experience in mental health treatment or chemical dependency treatment.

As part of civil service reform, new class consolidation replaces and abolishes 19113 Employee Assistance Specialist 2; adopted July 14, 2005, effective June 1, 2005.
