Definition
In an assigned unit of a juvenile rehabilitation facility, supervises and directs counseling and supervisory staff in the treatment and case management of juvenile offenders. Develops, implements and monitors unit program for compliance with Juvenile Rehabilitation Administration policies, procedures and standards; or, in a youth camp facility, supervises and directs staff in the rehabilitation treatment of youth offenders and has responsibility for weekend and evening facility operations.
Typical Work
Directs and supervises cottage shift supervisors and counseling staff in the implementation of cottage programs; assigns casework to staff; monitors staff performance and completes performance evaluations; provides consultation and guidance to staff; maintains a Qualified Dependency Certification (QCDC) as required for some positions by the Agency’s Division of Alcohol and Substance Abuse (DASA);
Develops and implements cottage programs; reviews staff’s case reports; conducts staff meetings and case conferences; designs and schedules coverage for shifts; evaluates staffing needs; provides orientation and training to staff; serves on-call status; identifies training needs and obtains appropriate materials;
Maintains agency and interagency communication on treatment, management and policies to meet facility objectives; prepares numerous reports;
Provides cultural awareness and sensitivity training to staff and resident youths; identifies training needs and obtains appropriate materials;
Coordinates and/or conducts individual, group and family counseling to youths; responds to assaultive, suicidal or other problem behavior; provides leadership and direction during crisis or emergency situations; processes youths’ complaints; conducts investigations of assaults and other; coordinates and participates in searches for escapees; provides written and oral case reporting and documentation; notifies appropriate personnel of incidents which occur;
Chairs official review boards which serve to monitor youths’ treatment progress and/or establish dates and reintegration plans;
Responds to personnel or plant maintenance emergencies;
Participates in various meeting, committees and conferences; chairs, co-chairs and/or serves as a member of committees;
Directs treatment and rehabilitation of youths in a Youth Camp; supervises and directs counseling, security and support staff; has command responsibility for entire facility and staff during emergencies until relieved by superiors; has supervision and operational responsibility for facility during weekend and evening hours; serves as officer of the day (O.D.) on a rotational basis;
Interviews youths upon intake; conducts isolation, room confinement and restitution hearings; monitors youth in confinement or isolation;
Assists in evaluating program goals; reviews and updates policies and procedures; works with all aspects of management within facility;
Coordinates institutional visits with Community Residential Placement Coordinators; approves security level changes and visitor exceptions;
Manages volunteer program; screens and interviews volunteers; ensures background checks; approves and/or coordinates special activities with treatment staff; verifies volunteers’ hour and travel vouchers, coordinates with volunteers for purchase of items to operate programs.

Desirable Qualifications
One year as a Juvenile Rehabilitation Supervisor or Juvenile Rehabilitation Coordinator
OR
A Bachelor’s degree
AND
Three years of professional experience in casework, counseling, probation and parole, social services, planning, directing and/or facilitating youth group activities or experience in a related field.
A Master’s degree in Psychology, Sociology, Social Work, Social Sciences, or in an allied field will substitute for one of the required years of experience.
Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
