Definition

Under the direction of qualified professionals, positions in this class supervises Residential Rehabilitation Counselors in the implementation of the therapeutic environment or milieu through effective management of treatment plans, proactive interventions, observations, and the monitoring and tracking of residents’ or patients’ behaviors.

Distinguishing Characteristics

Supervises Residential Rehabilitation Counselors and is a member of a multi-disciplinary team in the creation of and the consistent implementation of a therapeutic environment or milieu and monitors the implementation of individualized treatment plans, ensuring appropriate documentation of resident activities and accurate routine communication with the assigned clinical staff.

Typical Work

Supervises and monitors Residential Rehabilitation Counselors in carrying out specific duties and assignments defined by the professional staff; advises treatment management regarding performance of Residential Rehabilitation Counselors; assists in development and implementation in of treatment plans, behavior management plans and positive behavioral support plans;

Establishes work schedules, authorizes routine overtime, reviews and finalizes payroll reports; assigns work to Residential Rehabilitation Counselors and Security Guards;

Observes and evaluates work performance of Residential Rehabilitation Counselors and Security Guards; establishes and maintains effective work methods;

Trains Residential Rehabilitation Counselors and Security Guards in routine safety/security unit operations; conducts and supervises all security and fire related drills; supervises and ensures proficiency of unit control booth operation;

Consults with clinical staff in the evaluation, treatment and management of residents; participates in individual group counseling; may provide assistance in specialized therapy programming;

Participates in supervisory, classification resident placement and multi-disciplinary team meetings; prepares reports as required;

Supervises implementation of behavior management procedures including when a resident is violent, suicidal or has behavior difficulties; monitors and evaluates Residential Rehabilitation Counselor staff proficiency of behavior intervention techniques;

Provides for communication of information between shifts regarding residents’ overall behavior changes and program operations;

Ensures that scheduled activities such as group or individual recreational, social and related activities are carried out per unit schedule;

Assists in conducting investigations as the on-scene officer; answers questions of residents and visitors concerning rules, regulations and procedures; investigates resident complaints; responds to all types of complaints;

Supervises random and specific searches/inspections of residents and visitors, resident housing, buildings, physical plant, supplies and residents personal property to seize dangerous items, contraband and controlled or unauthorized substances; inspects residents’ rooms for cleanliness and comfort;

Operates communication devices such as two-way radio, telephone, etc. to convey information among personnel and to refer callers to appropriate areas; may be responsible for the training and qualification of all designated staff in the use of chemical agents, etc.;

Coordinates the security of residents on authorized leave from the less secure transitional facilities to community appointments and activities; coordinates staff to assist in the transport and security of residents to hospital or medical appointments, and scheduled court appearances outside the institution and on the return to the institution;

Performs other work as required.

Knowledge and Abilities

Knowledge of: policies and procedures of the institution; methods and techniques of supervision and security enforcement; management of difficult populations; forensic mental health treatment programs.

Ability to: supervise, instruct and evaluate personnel; schedule work; establish and maintain effective work methods; keep records; develop training protocols; review and finalize payroll reports; speak and write clearly and effectively; follow written and oral instructions.

Desirable Qualifications

High school graduation or GED; 

AND

Four years of experience providing direct care to psychiatric patients, residents or inmates in a residential or in-patient mental health setting

OR

Two years of experience as a supervisor/lead worker and two years of experience providing direct care to psychiatric patients, residents or inmates in a residential or in-patient mental health setting.
