Definition

In an entry-level capacity, researches, evaluates, records and reports information to assist higher level financial recovery enforcement officers and may conduct enforcement, collection, recoupment and other related Financial Recovery activities for the Department of Social and Health Services.

Typical Work

Conducts routine research and investigations and records findings in cases involving DSHS funded and/or administered programs and services; 

Researches, compiles, and evaluates information to update case records and information systems; 

Reviews cases for payment activity and takes prescribed follow-up action; refers cases not covered by established guidelines to senior enforcement officers and assists those officers as requested; 

Traces debtors by use of many data information sources and telecommunication systems to enforce financial responsibility; 

Responds to less complex inquiries regarding financial recovery accounts;  

Composes caseload correspondence; 

Explains, within defined limitations, departmental policies and Federal and State laws and regulations to concerned parties; 

Serves notices, subpoenas, collection warrants, and other administrative documents required or permitted by law; 

Interviews debtors and arranges adequate payment plans in the non-complex cases; 

Performs other work as assigned.

Knowledge and Abilities

Knowledge of:  skip tracing and locate procedures; collection practices; techniques of extracting information from medical records, case histories, basic accounting practices; data information systems, legal documents, court records and other sources.

 

Ability to:  locate debtors and their resources; explain the program laws, regulations, policies, and procedures to debtors; communicate orally and in writing to debtors with limited communication skills.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A Bachelor's degree.

OR

Two years of college and two years of experience in collection of civil debts, adjustment of claims, determination or financial responsibility, or investigation of financial background.

Additional qualifying experience will substitute, year for year, for the required education.
