Definition

Within the Division of Child Support, serves as the designated senior project manager in the development and administration of statewide programs.

Distinguishing Characteristics

Coordinates cross-unit initiatives under an office chief’s area of responsibility by assisting in carrying out program management and administrative functions, 

OR 

As the senior project manager of teams involved in the support and development of statewide child support programs, directs staff assigned to a project with primary responsibility for design, implementation, evaluation and project modification.

Typical Work

Manages planning, development, and implementation of statewide and federally required program accountability projects, this includes development of corrective action plans; 

Serves as liaison for the Washington State IV-D program to other agencies, states, and federal authorities; 

Ensures compliance with federal, state, and local policy; designs, writes, and develops policy and procedures based on federal regulations and state law; 

Responds to program issues on a nationwide basis; 

Mitigates risk and maintains program accountability when audit findings occur by developing and implementing Division-wide strategies; 

Researches and investigates child support obligations and enforcement-related questions, complaints, and claims from clients and general public, Governor, Legislature, State and Federal agencies; 

Serves as a media contact for the Division when designated by the Chief and serves as a legislative and governor’s contact for constituent’s issues and as an employer ombudsman. Responsible for promotion of child support programs and conducts public outreach; 

Identifies and analyzes program effectiveness, makes recommendations, develops and implements plans for process improvement in alignment with Federal and State policy requirements; 

Reviews and analyzes patterns in Adjustment Vouchers and Suspended Payments for fraudulent or ethical violations which could result in Federal and State audit findings with possible financial penalties; 

Assists the Paternity Initiatives Manager; 

Performs other duties as required.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position. 

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A Bachelor’s degree,   

AND  

Four years of experience in child support enforcement and/or debt collection related functions, 

AND 

Six months experience in project management, program development or process improvement related activities, developing and administering child support programs.

Note: Equivalent education and/or experience may substitute year for year.
