DebtBook
Implemented in fiscal year 2024, the state of Washington uses DebtBook, a software platform for lease and subscription-based IT arrangement (SBITA) tracking to comply with GASB Statements 87 and 96, respectively. DebtBook is a cloud-based SaaS product that will be used for the following purposes:
- Track all right-to-use lease agreements and SBITAs that exceed the state’s capitalization threshold
- Provide reports to record year-end journal entries for leases and SBITAs
- Provide reports for disclosure forms and note disclosures
Frequently asked questions
In order to gain access to DebtBook,
- Complete the DebtBook User section (Part 2) of the DebtBook Security Access Form. A user can have edit or view-only access.
- Get approval from your Agency’s DebtBook Administrator. Find your Agency’s DebtBook Administrator.
- Send a PDF copy of the electronically signed Access Form to: HereToHelp@ofm.wa.gov.
- Electronically signed can be an electronic signature or a typed name in the signature line.
The DebtBook Administrator for each agency can be found on the Administrator's list.
In order to designate or change your agency’s DebtBook administrator,
- Complete the DebtBook Administrators section (Part 1) of the DebtBook Security Access Form.
- Get approval from your Agency’s Director or their Designee.
- Send a PDF copy of the electronically signed Access Form to: HereToHelp@ofm.wa.gov.
- Electronically signed can be an electronic signature or a typed name in the signature line.
