Green Hill School-Recreation Building: Replacement

The outdated configuration of the Recreation Building at Green Hill School in Chehalis makes it difficult for staff to effectively supervise male incarcerated youth, which includes older, high-need males. This sometimes requires scheduling in separate groups for recreational activities. Funds are provided to construct a modern building that will provide dynamic, therapeutic and physical exercise areas so that multiple groups can recreate at a time. The new facility will help support Prison Rape Elimination Act standards and meet code and the Americans with Disabilities Act requirements.

Echo Glen Cottage 4 Preservation

In 2018 and 2019, the Legislature passed new laws extending the maximum age of confinement to 25 years of age for individuals convicted in adult court for crimes committed while under the age of 18. This will increase the population of incarcerated youth for the Department of Children, Youth, and Families, which has insufficient bed capacity to accommodate the increase. Funds are provided for design and construction to remodel and renovate Cottage 4 at Echo Glen Children's Center to increase capacity by 16 beds.

Purchase Authority - Touchstone Group Home

The Touchstone Group Home in Olympia is owned and operated by a non-profit organization. DCYF has leased the facility since 2008 and the owner has recently expressed an interest in selling the property to the state. Juvenile group homes are difficult to site and this facility has an established presence in the Olympia area. In addition, current demographic data indicates growing trends in youth eligible for community placement and research confirms more successful outcomes for youth who receive community transition services. This project funds the purchase of the Touchstone Group Home.
